The California Environmental Quality Act (CEQA) generally requires state and local government agencies to inform decision makers and the public about the potential environmental impacts of proposed projects, and to reduce those environmental impacts to the extent feasible. This page contains information about the CEQA process and links to general project comment letters written by CARB and local air districts. This is not intended to be an exhaustive list, but a helpful starting point for those interested in air quality and the CEQA process. This list will be refined and updated as new resources become available, and as public comments are received.

Established in 1973, the State Clearinghouse (SCH) coordinates the state-level review of environmental documents that are prepared pursuant to the California Environmental Quality Act. As a division of the Governor’s Office of Planning and Research, the SCH is at the center of state agency involvement in the CEQA environmental review process.
