New At Berth Regulation Implementation
New compliance requirements for the At Berth Regulation go into effect beginning on January 1, 2023. Staff updated the Frequently Asked Questions (FAQs)document to reflect answers to additional questions received (since the release of the original FAQ in 2021) and released visit reporting templates for vessels, terminals and CARB approved emission control strategy (CAECS) operators to assist with the new reporting requirements. Use of these templates is optional. Additionally, CARB has granted an extension to reporting requirements until April 1, 2023, refer to the enforcement notice issued Friday January 20, 2023 for more details.
CARB will host a virtual public workshop to discuss the Interim Evaluation Report on February 14, 2023. Staff will provide a presentation on the Interim Evaluation Report, followed by questions and answers. CARB staff released the Interim Evaluation Report for the At Berth Regulation on December 1, 2022. The Report was designed to provide an implementation status update for the At Berth Regulation.
Additional implementation-related information are also available for Innovative Concepts and Port and Terminal Plans to assist with the new regulatory requirement.
