The goal of the Ocean-Going Vessels At Berth Regulation is to reduce diesel particulate matter (PM) and oxides of nitrogen (NOx) from ocean-going vessels auxiliary engines while they are docked at California ports.

New At Berth Regulation Implementation
CARB has issued an Enforcement Notice on March 30, 2023 to provide updated information regarding potential enforcement pathways and granted an extension to reporting requirements until May 1, 2023. Fleet and terminal operators responded by May 1, 2023, to select a pathway, and staff has posted a list of fleet elections to a pathway.
Staff updated the Frequently Asked Questions (FAQs) document to reflect answers to additional questions received (since the release of the original FAQ in 2021) and released visit reporting templates for vessels, terminals and CARB approved emission control strategy (CAECS) operators to assist with the new reporting requirements. While use of these templates is optional, CARB staff recommends using these templates for more efficient processing.
CARB staff released the Interim Evaluation Report for the At Berth Regulation on December 1, 2022. The Report was designed to provide an implementation status update for the At Berth Regulation.
