The Consumer Products Regulatory Program is an important part of the overall effort to reduce the amount of volatile organic compounds (VOCs), toxic air contaminants (TACs), and greenhouse gases (GHGs) that are emitted from using chemically formulated consumer products.

VOCs in Consumer Products

Deodorants, hair spray, cleaning products, spray paint, and insecticides are examples of common consumer products that are made with ozone-forming chemicals known as volatile organic compounds or VOCs. Although each product only contains a small amount of VOCs, Californians use over half a billion of these items every year. VOCs are an important precursor, or component in the formation of ground level ozone, a major part of California's smog problem. By regulating the amount of VOCs in consumer products, CARB is helping to reduce public exposure to the hazards associated with ground level ozone.

    December 20th, 2024: The California Air Resources Board (CARB) is holding a webinar, on January 16, 2025, at 9:00 AM PST, to provide further detail on the toxicity ranking methodology used for the 2023 Consumer and Commercial Products Survey (2023 Survey). This webinar will be conducted via Zoom. Register in advance.

    December 3rd, 2024: The California Air Resources Board (CARB) 2023 Consumer and Commercial Products Survey (2023 Survey) starts today, December 3, 2024. CARB has posted the Consumer Products Reporting Tool (CPRT) for the 2023 Survey. To download a copy of the CPRT, go to the 2023 Consumer and Commercial Product Survey webpage.

    November 18th, 2024: The California Air Resources Board (CARB) is holding a webinar, on December 5, 2024 at 9:00 AM PST, to provide guidance on the reporting tool for the 2023 Consumer and Commercial Products Survey (2023 Survey). The 2023 Survey will launch on December 3, 2024. At this webinar, CARB staff will discuss how to use the CPRT and submit data to CARB. This webinar will be conducted via Zoom. Register in advance.
