The Innovative Small-E Fleet Pilot Project (ISEF) was established to support small fleets and owner-operators who may face obstacles to zero-emission vehicle adoption such as high upfront costs and limited insurance options. Through ISEF, eligible small fleets can receive vouchers for innovative solutions such as all-inclusive leases, peer-to-peer truck sharing, truck-as-a-service, and as well as other alternate business models. ISEF is part of a larger incentive program for clean trucks and buses, known as HVIP.

Small fleets interested in zero-emission technologies can apply for ISEF funding. Current Implementation Manual guidelines are available on the California HVIP website.
Small fleets and independent owner operators doing business in California may apply to ISEF if they operate 20 or fewer vehicles and earn less than $15 million in annual revenue. See the project guidelines for more information.
