Fossil-fueled vehicles and equipment operating in and around freight facilities such as warehouse/distribution facilities, ports, and railyards continues to be a significant source of emissions. These emissions contribute to regional pollution and can be significant contributors to global climate change. Additionally, emissions from diesel-fueled engines can also cause localized risks of cancer and other adverse health effects. Communities near freight facilities are exposed to construction and operational emissions from new freight facilities or expansion projects. Furthermore, local planning and project design decisions can strongly influence greenhouse gas and other pollutant emissions for decades to come.
Actions that accelerate California’s transition to a more efficient and less polluting freight transport system minimize community exposure to air pollution by advancing zero-emission technologies, needed fueling/charging infrastructure, and maximizing the capacity of freight transportation infrastructure. Furthermore, better-informed project approval processes help ensure that projects are sited appropriately, and designed to be efficient and clean. These actions also help further the state’s ambitious greenhouse gas reduction goals.
CARB review and comment of CEQA documents provides input to lead agencies in an effort to reduce air quality and health impacts from proposed projects, and to reduce greenhouse gas emissions.
