The purpose of the Sustainable Heavy-Duty Initiatives for Future Technology (SHIFT) program, previously known as the Advanced Technology Demonstration and Pilot Projects, is to help accelerate the next generation of advanced technology vehicles, equipment, or emission controls which are not yet commercialized. Demonstration projects are those that are beyond the research and development phase and typically within three years of commercialization. Pilot projects are early commercial deployments intended to enhance market introduction and bring down costs.

In November 2023, CARB selected the Electric Power Research Institute (EPRI) as the third-party administrator for the demonstration and pilot projects. The third-party administrator will help facilitate administrative activities, provide additional oversight over the demonstration and pilot projects, and support Grantees in implementing the projects.
