Carbon removal and sequestration will be an essential tool to achieve carbon neutrality. The 2022 Scoping Plan Update along with the Climate Change 2022: Mitigation of Climate Change, a report by the IPCC released in early 2022, show there is no path to carbon neutrality without carbon removal and sequestration.

UPDATE: CONCEPTS FOR POTENTIAL REGULATIONS POSTED
CARB has posted Concepts for Potential Regulations for Establishing the Carbon Capture, Removals, Utilization, and Storage Program Authorized by Senate Bill 905 (Caballero, 2022). Senate Bill 905 directs CARB to seek public input as part of pre-rulemaking activity for development of the CCUS Program. Release of these preliminary concepts is intended to help with development for an upcoming rulemaking proposal.
Public comments on the proposal will be accepted through June 5, 2026 at 11:59 PM (Pacific Time).
