Summary

Contains statutory provisions necessary to implement the Budget Act of 2021. Among other things, the bill authorizes CARB, upon appropriation by the Legislature, to administer a program to support incentives for alternatives to agricultural burning in the San Joaquin Valley. The bill also exempts the adoption or use of funding criteria or other guidelines related to the granting of funds under this program from the Administrative Procedure Act.

Summary

Contains statutory provisions related to State government necessary to implement the Budget Act of 2021. Specifically, the bill extends, to January 1, 2022, the implementation date of the Buy Clean California Act (Bonta, Chapter 816, Statutes of 2017), which requires the Department of General Services (DGS) to establish acceptable Global Warming Potential (GWP) limits for the manufacture of certain construction materials used in public work projects. The bill also requires DGS to consult with CARB when establishing maximum acceptable GWP limits for each category of eligible materials under the Buy Clean California Act.

Requires, until January 1, 2024, local agencies to make the installation of an emergency backup generator to serve a macro cell tower site, as defined, that meets specified requirements, a permitted use.  The bill also requires a local agency to review an application for installation on an administrative, nondiscretionary basis.

Provides that a Metropolitan Planning Organization or Transportation Planning Agency is not required to submit a Federal Transportation Improvement Program to the U.S. Department of Transportation (Department), and the Department is not required to submit the Federal Statewide Transportation Improvement Program to the U.S. Secretary of Transportation, for 2020.

Summary

Exempts from the California Environmental Quality Act, until 2023, various transportation projects such as pedestrian and bicycle facilities projects, charging infrastructure for zero-emission buses, and new rapid transit, bus, or light rail service. Projects must be carried out by a public lead agency, located in an urbanized area on or within an existing public right-of-way, not add physical infrastructure that increases new automobile capacity on existing rights-of-way, not require demolition of affordable housing units, and be completed by a skilled and trained workforce, except as provided.

Summary

Authorizes special environmental review procedures similar to the Jobs and Economic Improvement through Environmental Leadership Act of 2011 (AB 900, Buchanan, Chapter 345, Statutes of 2011) for the San Diego Area Council of Governments for a suite of transit projects on an underused U.S. Navy site in San Diego.  The procedures include authorizing California Environmental Quality Act (CEQA) streamlining in exchange for complying with several environmental requirements and a CARB greenhouse gas emission determination with specified local mitigation measures.

Summary

Requires the California Energy Commission to provide research and development support for zero-emissions fuels, infrastructure, and technologies using available funds that are currently set aside for the development of clean diesel fuels, infrastructure, and technologies.

Summary

Defines dimethyl ether-propane fuel blend, sets the State excise tax on that blend and on dimethyl ether used as a vehicle fuel at $0.06 per gallon, and exempts that fuel blend from specified signage requirements.  The bill makes other conforming changes related to the taxation of dimethyl ether and a dimethyl ether-propane fuel blend as a vehicle fuel.
