Requires the California Department of Resources Recycling and Recovery to develop a Program Environmental Impact Report (PEIR) for small and medium compost facilities under the California Environmental Quality Act (CEQA) by January 1, 2027, and specifies that the PEIR shall streamline the process with which jurisdictions can develop and site compost facilities.

Summary

This bill revises, and repeals on January 1, 2026, certain teleconference requirements under the Bagley-Keene Open Meeting Act (Bagley-Keene), which requires all meetings of a State body be open and public. The bill, among other things, authorizes a State body to hold an open meeting by teleconference, provided that a majority of the members of the State body are physically present at the same teleconference location. The bill allows additional members of the State body in excess of a majority of the members to attend and participate in the meeting from a remote location, which is not required to be accessible to the public and disclosed in the notice and agenda.

Summary

Among other things, establishes interim targets for the State’s 100 percent clean energy goal in 2045 and accelerates the date by which State agencies must achieve 100 percent clean energy use. This bill requires that CARB’s Scoping Plan workshops be held in non-attainment areas and requires the California Public Utilities Commission, the California Energy Commission, and CARB to create a joint report on electricity reliability.

Summary

Repeals portions of the public resources code which require the Department of General Services (DGS) to coordinate with CARB to develop and adopt specifications and standards for passenger cars and light‑duty trucks for the State vehicle fleet. The bill repeals the requirement for DGS to amend the “Enhanced Efficiency Costing Methodology for Passenger Cars and Light-Duty Vehicles.” The bill also requires DGS, on or before January 1, 2023, to maximize the purchase and availability of alternative fuel vehicles in the State vehicle fleet by adopting a procurement method to evaluate those vehicles, and would require the department, for the purchase of passenger vehicles and light-duty trucks powered solely by an internal combustion engine, to evaluate the cost and environmental and energy benefits of that purchase.

Summary

Authorizes a local jurisdiction facing continuous violations of organic waste regulations adopted by the Department of Resources Recycling and Recovery (CalRecycle) pursuant to Senate Bill 1383 (Lara, Chapter 385, Statutes of 2016), to submit a notice of intent to comply to CalRecycle. If approved by CalRecycle, the jurisdiction is eligible for administrative civil penalty relief for the 2022 calendar year and a corrective action plan.
