Summary 

Would have required the California Energy Commission (CEC), in coordination with CARB and specified entities, to establish a pilot program to encourage and expedite carbon capture and storage projects at industrial facilities, as specified. The bill would have required CEC to establish a competitive grant program to fund no more than 3 proposed projects. The bill would have required CEC to convene a task force to provide technical and policy assistance to obtain permits and licenses necessary to deploy and commercialize carbon capture technology and invite CARB and other specified agencies to join. Finally. the bill would have required projects receiving grants to meet specified labor requirements. Was not heard in the Assembly Natural Resources Committee.

Requires that each local publicly owned electric utility's updated integrated resource plan include, as applicable, details of the utility’s electrical service rate design that supports transportation electrification. The bill requires the rate design include details for all applicable transportation sectors and include information on decision making tools, such as cost calculators or cost estimates that can assist customers in predicting the cost of paying for electricity for these vehicles.

Exempts an autonomous vehicle (AV) that is designed to be operated exclusively, and at all times by autonomous technology from any State law or regulation requiring the installation or maintenance of vehicle equipment that relates to or supports motor vehicle operation by a human driver.
