2020 - Assembly Bill 639 (Cervantes, Sabrina), Port Automation and Climate Change (Chaptered)

Summary

Requires the Labor and Workforce Development Agency and Workforce Development Board to oversee a stakeholder process to develop recommendations on how best to mitigate employment impacts of automation at the ports of Long Beach and Los Angeles.  The bill also requires these agencies to issue findings and recommendations from the stakeholder process no later than July 1, 2023.  The bill also requires the California Workforce Development Board to present a previously required report on helping industry, workers, and communities transition to changes related to statewide greenhouse gas emission reduction goals.

2020 - Senate Bill 146 (Beall, Jim), Regional Transportation Plans: Sustainable Communities Strategies: Procedural Requirements (Chaptered)

Summary

Reiterates that Metropolitan Planning Organizations (MPO), in the development of a Sustainable Community Strategy (SCS), are allowed to conduct meetings with the public through electronic means if a call-in telephonic option is also provided and the informational meeting is not required to be conducted pursuant to the Ralph M. Brown Act (Chapter 9 (commencing with Section 54950) of Part 1 of Division 2 of Title 5).  This bill removes the requirement for MPOs to present an urban simulation model of an SCS at a public workshop.  The provisions of the bill sunset on January 1, 2023, at which point statute reverts to current law with minor nonsubstantive changes.

Ensures that existing consumer protections for electrical service provided to master-metered customers are also explicitly provided to sub-metered residents and tenants of mobile home parks, apartment buildings, or similar residential complexes, regardless of whether the electrical generation is provided by an entity other than an electrical corporation.  This bill also explicitly requires that any credit to customers from the revenues from the sale of GHG allowances directly allocated to electrical corporations must also be distributed to sub-metered customers by a master-metered customer.

Summary

Authorizes the California Public Utilities Commission (CPUC) to petition a court to appoint a receiver to assume possession of Pacific Gas and Electric Company’s property and to operate its electrical and gas systems if the CPUC determines in a proceeding that the appointment of a receiver is warranted pursuant to the processes or procedures set forth in a specified CPUC investigation.  The bill also authorizes a court to appoint such a receiver and would require the receiver to control and operate Pacific Gas and Electric Company upon such terms and conditions as the court prescribes.

Summary

Requires the California Public Utilities Commission, on or before March 1, 2021, to review and decide whether to approve two specific pending transportation electrification infrastructure applications and to issue a decision reauthorizing and extending programs and investments previously approved.  This bill also creates the School Building Energy Efficiency Stimulus Program that consists of:  (1) the School Reopening Ventilation and Energy Efficiency Verification and Repair Program and (2) the School Building Noncompliant Plumbing Fixture Program to be adopted by the investor-owned utilities and administered by the California Energy Commission.  The bill requires that up to 25 percent of installation crew members of any State‑funded electric vehicle charging infrastructure be certified under the Electric Vehicle Infrastructure Training Program.

Summary

Makes statutory changes to the fiscal year 2020-21 budget package to implement actions related to transportation.  Of interest to CARB, the budget trailer bill appropriates $1.7 million from the Air Pollution Control Fund to the Department of Motor Vehicles (DMV) to develop an interface system for the DMV’s vehicle registration system to communicate with CARB’s compliance database.  The budget trailer bill also requires the State Controller to allocate Low Carbon Transit Operations Program (LCTOP) funding for the 2020–21 and 2021–22 fiscal years to recipient transit agencies based on transit operator ratios.  LCTOP receives a continuous appropriation from the Greenhouse Gas Reduction Fund.
