Summary

Would have created the Environmental Justice Community Resilience Hubs Program (Program) and would have funded the Program by redirecting 5 percent of electrical corporation allocated allowance auction proceeds received under the Cap-and-Trade Program from annual climate credits that are currently provided to residential ratepayers. The Program would have funded building upgrade projects for owners of critical community institutions through competitive grants run by electrical corporations and administered by a third-party administrator. Summary

Summary

Requires the California Energy Commission (CEC) to evaluate and quantify the maximum feasible offshore wind energy generation capacity in waters off the California coast. The bill also requires CEC, by June 1, 2022, to establish offshore wind planning goals for 2030 and 2045. Lastly, AB 525 requires CEC to coordinate with specified State and local agencies to develop a five-part strategic plan for offshore wind development and to submit the plan to the California Natural Resources Agency and the Legislature by June 30, 2023.

Summary

Would have required Harbor and Port District Energy Management Plans to include an assessment of the capacity of ports to advance the State’s greenhouse gas reduction targets by facilitating the development, construction, and creation of a supply chain for eligible renewable energy resources.  Remains in the Assembly Rules Committee.
