Executive Summary of Enforcement Activities in 2023
CARB persists in leading the way in developing regulations and programs to protect human health and the environment. These measures are designed to decrease harmful emissions, reduce the impact of climate change, and level the playing field for all individuals and businesses that live and operate in California. CARB regulations require extensive control technologies to minimize emissions from air pollution sources, and CARB’s enforcement program is a critical part of these efforts to ensure compliance with regulatory requirements so that the intended emissions reductions are obtained.
Despite significant reductions in air pollution from mobile and stationary sources over the last several years, CARB recognizes the continued importance of racial equity and addressing existing environmental injustices. CARB continues to partner with stakeholders and community organizations to help prioritize its community-focused enforcement efforts, develop better enforcement approaches that look at community concerns more broadly, identify strategies that may help to solve the problems community members are experiencing, and provide its partners the information they need to effect change in their communities.
The information in the tabs below provides a summary of the work CARB has done in communities and across California, and the actions being taking in its enforcement programs. Highlights from 2023 include:
- Settling 6,755 enforcement actions totaling $22,189,857 in penalties assessed.
- Inspecting over 6,000 vehicles and marine vessels with 71% located in overburdened communities.
- Conducting 61 mobile PEAQS deployments on roadsides and in communities across the State that screened 23,603 vehicles and resulted in 416 citations for non-compliance with heavy-duty diesel truck regulations.
- Settling 37 cases involving non-compliant consumer products sold in California resulting in more than $1.5 million in penalties assessed.
- Settling 15 cases involving violations of engine, parts, and vehicle certification requirements resulting in more than $16 million in penalties assessed.
- Coordinating with other state and local agencies to conduct joint inspections of oil and gas wells in the Arvin/Lamont, Shafter, and Bakersfield communities. The joint effort resulted in the inspection of 134 wells at ten oil and gas facilities and the repair of 45 leaking wells.
- Coordinating with other local, state, and federal agencies to conduct joint inspections at eight landfills throughout the State.
- Diverting $6.1 million in penalties to Supplemental Environmental Projects, including, $2.5 million to the Inland Empire Environmental Health and Education Connections Project that provides community outreach and education on respiratory health in the Inland Empire and $2.2 million to the Community Based Monitoring and Assessment Program for Fresno Phase 2 Project that uses community based air quality monitoring and modeling and related outreach and education to inform community members about air quality issues in their communities.
- Issued more than 13,000 registrations from applications received and closed in 2023, for new and renewed portable equipment operating in the State to ensure compliance with emissions requirements.
