Summary

Would have required the California Energy Commission (CEC) to gather aggregated information that would allow the public sector to estimate the total anticipated hydrogen fueling demand at each fleet location. The bill would have also required CEC to share the aggregated data with developers of publicly available hydrogen fueling stations and would have prohibited the developer of a publicly available hydrogen fueling station from disclosing that data to third parties. This bill would have amended AB 2700 (McCarty, Chapter 354, Statutes of 2022) that requires CARB to supply data to CEC. Held on suspense in the Assembly Appropriations Committee.

Summary

Would have required cities and counties to complete a plan for the installation of electric vehicle charging stations in the public right-of-way and updated the requirements of the statewide assessment of necessary electric vehicle charging infrastructure the California Energy Commission (CEC) prepares pursuant to existing law. The bill would have also required CEC, working with CARB and the California Public Utilities Commission, to prepare a statewide assessment of the electric vehicle charging infrastructure needed to support the levels of light- and heavy-duty electric vehicle adoption required for the State to meet the goals of a specified executive order, a mobile source strategy, and achieving carbon neutrality as soon as possible and no later than 2045. Summary

Would have required the Secretary of Transportation to submit a report to the Legislature discussing potential lower carbon emission versions of asphalt mixtures, cement, and concrete used in State transportation projects. The bill would have required the Department of Transportation to require bidders to submit environmental product declarations for, and the amounts of, asphalt mixtures and concrete used in a project. Summary

Would have required the California Energy Commission (CEC), on or before January 1, 2025, to submit to the Legislature an Industrial Heat Electrification Roadmap, which would have, among other things, identified the industrial subsectors for various California facilities that use heat application equipment operating at or below 1,000 degrees Celsius and their locations and evaluated various issues related to industrial electrification, as specified. The bill would have allowed CEC to consult with CARB to include in the Roadmap an estimate of the reductions in emissions of greenhouse gases and criteria air pollutants. Summary

Would have required the California Public Utilities Commission (CPUC) to open a new proceeding, or a new phase of an existing proceeding, to consider establishing procurement goals for renewable hydrogen, as defined, and consider requiring each gas corporation and core transport agent to annually procure a proportionate share of renewable hydrogen to meet those goals. The bill would have also required CPUC to make specified findings before establishing renewable hydrogen procurement targets or goals. Held on suspense in the Assembly Appropriations Committee.

Summary 

This bill would have suspended the Low Carbon Fuel Standard regulation for one year and exempted suppliers of transportation fuels from the Cap-and-Trade program for one year. The bill would have also suspended motor vehicle fuel taxes and required the State Controller to transfer an amount equal to State motor vehicle fuel tax revenue from the General Fund to the Motor Vehicle Fuel Account. Finally, the bill would have  required the State Controller to transfer an amount equal to the sale of allowances to the suppliers of transportation fuels under the Cap-and-Trade program in the 2021-2022 fiscal year to the General Fund. Summary 

Would have eliminated the requirement for CARB to credit dairy methane projects for a minimum of 10 years and prohibited

CARB from guaranteeing those credits if they would not otherwise generate credits in the program. The bill also  would have required CARB to include new specific emissions when calculating a carbon intensity value for dairy methane projects, limited credit generation to historical herd size, and required public disclosure of specified information in fuel pathway applications from dairy methane projects. Summary 

Would have required CARB, by January 1, 2028, to develop and publish on its website a report on greenhouse gas inventories for calendar year 2025 for each city and county, upon request. The bill also would have required CARB, consistent with the Scoping Plan update, to update the inventories by 2033, and every five years thereafter. Additionally, the bill would have authorized CARB to enter contracts for development of the inventories and would have required CARB to establish a local government advisory committee by January 1, 2026. Finally, the bill would have allocated $2.5 million to CARB to conduct the inventories, upon appropriation by the Legislature.  Held on suspense in the Assembly Appropriations Committee.
