California Air Resources Board

Requires the Division of Occupational Safety and Health (CalOSHA), by January 1, 2030, to propose to the Occupational Safety and Health Standards Board for its consideration and possible adoption, a standard that protects the health and safety of employees who risk high or prolonged exposure to transboundary pollution, as defined, in outdoor occupational environments. The bill requires CalOSHA to consider identifying an exposure threshold for hydrogen sulfide at which acute or chronic health effects occur to reference in the standards and may consider exposure thresholds for other relevant pollutants. The bill authorizes CalOSHA to develop the standard in consultation with other specified groups, including CARB and local air districts.

Would have required the Office of Planning and Research to develop a technical advisory on best practices to facilitate the siting of compost facilities and would have required cities and counties to consider updating the land use element to identify areas for siting compost facilities. Summary

Requires the Secretary of Transportation to coordinate between stakeholders and provide guidance and recommendations to ensure the performance of the LOSSAN Rail Corridor, the 351-mile rail line running between San Luis Obispo and San Diego. Additionally, the Transportation Secretary must: 1) develop a report  with assistance from the Secretary of Environmental Protection and Secretary for  Natural Resources and submit a report to the Legislature, no later than two years after appropriation by the Legislature for purposes of the report, about capital improvement projects, resiliency improvement projects, zero-emission infrastructure, and other recommendations, 2) convene a working group of stakeholders to submit consensus recommendations and feedback on or before February 1, 2026, on various topics relating to rail service in the corridor and 3) work with rail operations stakeholders to submit a report to the Legislature on the performance of the corridor no later than three years after an appropriation by the Legislature and biennially thereafter.

Summary 

Would have required CARB, by January 1, 2028, to develop and publish on its website a report on greenhouse gas inventories for calendar year 2025 for each city and county, upon request. The bill also would have required CARB, consistent with the Scoping Plan update, to update the inventories by 2033, and every five years thereafter. Additionally, the bill would have authorized CARB to enter contracts for development of the inventories and would have required CARB to establish a local government advisory committee by January 1, 2026. Finally, the bill would have allocated $2.5 million to CARB to conduct the inventories, upon appropriation by the Legislature.  Held on suspense in the Assembly Appropriations Committee.
