California Air Resources Board

Would have required the Wildfire and Forest Resilience Task Force (Task Force), on or before July 1, 2028, and in cooperation with the Office of Environmental Health Hazard Assessment, California Department of Public Health, and CARB, to assess the health costs and impacts of high-severity wildfire smoke using existing wildfire smoke and health data. The bill would have also required the Task Force to develop a model to estimate the health benefits of achieving the goals identified in the California Wildfire and Forest Resilience Action Plan and recommend how the Action Plan can increase its health benefits. Would have required guidance for a fenceline-monitoring system for a petroleum refinery adopted by the local air district to include a process for the refinery to provide substantial evidence to the appropriate local air district to exclude a pollutant for monitoring in a fence-line monitoring system. Would have exempted collector motor vehicles from smog checks if they were manufactured prior to the 1981 model year, had been assigned a historical vehicle identification plate, and were insured as a collector motor vehicle. Would have required the Department of General Services (DGS) to require a light-duty vehicle supplier for State vehicle fleets to certify that the raw materials utilized for the manufacturing of the supplied vehicles were not mined by child labor. This bill would have also required the vehicle supplier to certify to DGS the locations and hourly wage of the workers that mined the raw materials. This bill also would have required DGS to post on its website the specified information provided by the vehicle supplier. Held on suspense in the Senate Appropriations Committee.

Would have required CARB to publish a yearly assessment of the greenhouse gas (GHG) emissions associated with the transportation of oil in California from the point of origin to its point of destination in California, for oil produced out of state and in state. Would have also required the state board to post on its internet website a report on the air quality impact of potentially importing 5% to 10% of the State’s gasoline supply using tanker ships.
