Summary

Would have required the California Energy Commission, on or before July 1, 2026, to evaluate opportunities to increase electrification of industrial heat processes in meeting the State’s industrial emissions goals and subsequently have CARB, as part of its next Scoping Plan update, incorporate this evaluation into a new assessment of the potential to reduce greenhouse gas emissions from the State’s industrial facilities’ heat application equipment and processes consistent with the goals of the Scoping Plan. Summary

Would have required the California Energy Commission (CEC), on or before January 1, 2025, to submit to the Legislature an Industrial Heat Electrification Roadmap, which would have, among other things, identified the industrial subsectors for various California facilities that use heat application equipment operating at or below 1,000 degrees Celsius and their locations and evaluated various issues related to industrial electrification, as specified. The bill would have allowed CEC to consult with CARB to include in the Roadmap an estimate of the reductions in emissions of greenhouse gases and criteria air pollutants. Summary

Requires licensed architects, as a condition of license renewal, to complete five hours of continuing education training on zero net carbon design, presented by those with knowledge and expertise in these design requirements, and requires the California Architects Board to adopt regulations to establish qualifications for courses and course providers by July 1, 2024.

Summary

Requires CARB, by July 1, 2022, consistent with federal law, to adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines, as defined by CARB. Such regulations must apply to engines produced on or after January 1, 2024, or as soon as CARB determines is feasible, whichever is later. The bill requires CARB to identify and, to the extent feasible, make available funding for commercial rebate or similar incentive funding as part of any updates to existing applicable funding program guidelines for local air districts to implement, to support the transition to zero-emission small off-road equipment operations.

Summary

Would have required the State Energy Resources Conservation and Development Commission (CEC) to consider the different electric vehicle charging infrastructure needs of Metropolitan Planning Organization (MPO) regions in the CEC biennial statewide assessment of the electric vehicle charging infrastructure needed to meet certain State goals.  This bill also would have required each MPO to submit to the CEC a zero‑emission readiness plan, as specified.  Was not heard in the Assembly Transportation Committee.
