Would have required the California State Transportation Agency (CalSTA), California Department of Transportation (Caltrans), and the California Transportation Commission (CTC), on or after January 1, 2025, to the extent feasible, applicable, and cost effective, to incorporate the goals related to the Climate Action Plan for Transportation Infrastructure (CAPTI) into program funding guidelines and planning processes, as specified. Would have required the California Transportation Plan (CTP) to include a financial element, and an analysis of how CalSTA, Caltrans, and CTC are achieving principles outlined in the CAPTI, the federal Infrastructure Investment and Jobs Act of 2021 (IIJA), and the federal Justice 40 initiative. The bill would also have required the Governor’s Office of Planning and Research to develop guidelines for the formation of RISE districts, and require the Infrastructure and Economic development Bank to establish a RISE District Revolving Loan Program, upon appropriation by the Legislature, to provide RISE districts with initial startup funding for eligible projects, as specified. Would have required CARB to update regional greenhouse gas (GHG) targets indefinitely, rather than only until 2050 and authorized CARB to update the years to which those targets apply. The bill would have required a metropolitan planning organization, prior to adopting amendments to a regional transportation plan that could impact a Sustainable Communities Strategy, to quantify the reduction in GHG emissions and difference due to the amendments. This bill would have also updated the Sustainable Communities Strategy review process for CARB and metropolitan planning organizations, among other provisions. Would have established a program at the California Energy Commission (CEC) to provide incentives for commercially available distributed energy resources, specifically behind-the-meter energy storage systems or self-generation systems paired with energy storage systems. Would have established the Integrated Distributed Energy Resources Fund as a special fund in the State Treasury, the moneys in which would be available to CEC, upon appropriation by the Legislature, for purposes of the bill. The bill would have required CEC to administer the fund in consultation with the California Public Utilities Commission and CARB to provide incentives for eligible resources to support statewide customer adoption of clean distributed energy resources. The bill would have required CEC to establish a system to equitably award incentives. Failed passage on the Senate Floor.
