FRIP Round 2: Commercial & Industrial (C&I) Refrigeration Solicitation - Applications Open Soon
CARB has released the final Commercial and Industrial Refrigeration Funding Guidelines and associated program materials, linked below. These Guidelines outline the eligibility requirements, application process, and implementation expectations for CARB’s commercial and industrial refrigeration solicitation. In this solicitation, CARB has dedicated $38.5 million for climate-friendly refrigerants in California commercial and industrial refrigeration facilities.

The first application window will open on October 14, 2024 and close on January 31, 2025. Applicants must use the FRIP web portal to apply for funding. The FRIP web portal is now available for potential applicants to prepare their applications before CARB and NASRC begin accepting applications. Funding will be awarded on a first come, first served basis so CARB encourages applicants to prepare now to apply as soon as possible after the first application window opens.
NASRC is available to provide application assistance, including support understanding eligible technologies, scoping projects, obtaining project bids, and submitting FRIP applications. Contact info@fripfunding.com or 833-852-FRIP (833-852-3747) for more information and for application assistance.
FRIP Round 2: Draft C&I Solicitation Materials - Public Comments - CLOSED
CARB hosted a public workshop on August 15, 2024 in partnership with FRIP’s third-party administrator, the North American Sustainable Refrigeration Council (NASRC), to discuss program design and guidelines and solicit feedback from stakeholders and the public. The workshop focused on the Commercial and Industrial Refrigeration Draft Funding Guidelines and the associated draft program materials below, including the eligibility requirements and application process. The guidelines and associated draft program materials were available for public comment until August 22, 2024.

FRIP Round 2: Third-Party Administrator Solicitation - CLOSED
In 2023, CARB awarded $65 million to the North American Sustainable Refrigeration Council (NASRC), in partnership with DNV Energy Services USA Inc. (DNV) to administer Round 2 of FRIP. NASRC and their partners will conduct outreach and provide technical expertise to potential applicants and to grantees selected to receive incentive funding for the adoption of climate-friendly refrigeration technologies.

FRIP Round 1 - CLOSED
In 2023 through a competitive solicitation, CARB awarded $1 million to 15 new and existing supermarkets to accelerate the adoption of climate-friendly low-GWP refrigerants in the retail food sector.

CARB received 18 applications in response to the first FRIP solicitation, totaling approximately $1.2 million in funding requests. Since the program was oversubscribed by 22%, CARB offered reduced funding for a subset of Tier I projects in order to maximize the number of climate-friendly systems installed and GHG reductions obtained.
