Summary

Would require air districts that have a nonattainment area for one or more air pollutants to adopt an expedited schedule for the implementation of best available control technology, expands best available control retrofit technology (BARCT) requirements in those air districts to other industrial sources beside those that participate in CARB’s Cap-and Trade program, and prohibits industrial sources that fail to implement BARCT by December 31, 2023 from participating in the Cap and Trade program. Summary

Contains statutory provisions necessary to implement the Budget Act of 2021. Related to CARB, establishes the Regional Early Action Planning Grants Program of 2021, to be developed and administered by the Department of Housing and Community Development (HCD), in collaboration with the Office of Planning and Research (OPR), the Strategic Growth Council (SGC), and CARB to provide regions with funding, including grants. Eligible activities for transformative planning and implementation include, but are not limited to,  administering specified programs, providing jurisdictions and other local agencies with technical assistance, planning, temporary staffing, or consultant needs associated with updating local planning and zoning documents, accelerating infill development, planning and upgrading infrastructure, creating multimodal transportation communities, shifting travel behavior through reducing driving, and increasing transit ridership, each as specified. Summary

Would require CARB to establish a maximum global warming potential (GWP) for concrete for each project region and performance class, and update it every three years. The bill would require CARB to establish criteria to qualify a technology, method, or product to qualify as a breakthrough technology. The bill would require the Department of General Services to establish performance classes for concrete products, publish a maximum GWP developed by CARB for concrete in the State Contracting Manual, and establish other rules and guidelines regarding the disclosure of carbon dioxide equivalent associated with concrete bids submitted to State agency and university projects. The bill would require awarding authorities to eventually require all bids for concrete used in State agency and university projects to include a GWP, to disqualify bids with a GWP higher than the maximum for performance class and region, and apply bid price discounts for bids with a low GWP or utilizing a breakthrough technology. Was not heard in the Assembly Accountability and Administrative Review Committee.
