Summary

Provides various methods by which an employer subject to the parking cash-out (PCO) law can calculate the cost of a parking space, aside from what is identified in a lease. The bill requires CARB, beginning January 1, 2024, to annually adjust specified amounts in the “Market Rate Cost of Parking” definition for inflation. The bill requires an employer to maintain appropriate evidence of its effort, or the parking offer it relied upon, as specified, to establish the market rate cost of parking for at least four years. If an employee receives a parking subsidy, the bill requires an employer to maintain the record of communication with the employee that the employee has been informed of the right to receive the cash equivalent of the parking subsidy.

Summary

Would have created the Joint Legislative High-Speed Rail Oversight Committee consisting of three members of the Senate and three members of the Assembly to provide ongoing and independent oversight of the high-speed rail project by performing specified duties. The bill would have required the committee to make recommendations to the appropriate standing policy and budget committees of both houses of the Legislature to guide decisions concerning the State’s programs, policies, and investments related to high-speed rail. Would have prohibited the California High Speed Rail Authority from directly or indirectly using local, State, federal, or any other public or private funding to purchase, lease, operate, or maintain a passenger or freight train powered by a diesel engine or other type of fossil fuel combustion engine, and from enabling such a train to operate on authority-owned rail infrastructure designed for speeds in excess of 125 miles per hour, except as specified. Replaces the term “transportation services” with the term “for-hire vehicle services” and defines that term to mean vehicles, other than public transportation vehicles, transporting passengers over public streets for compensation, as specified. The bill expands the authority of the board to enter into contracts to license or regulate for-hire vehicle services and to regulate vehicle safety and driver qualifications for passenger jitney service to any city within the County of San Diego.

Summary

Would contain statutory provisions necessary to implement the Budget Act of 2021. Related to CARB, would establish the Regional Early Action Planning Grants Program of 2021, developed and administered by the Department of Housing and Community Development (HCD), in collaboration with the Office of Planning and Research (OPR), the Strategic Growth Council (SGC), and CARB to provide regions with funding, including grants. Eligible activities for transformative planning and implementation would include administering specified programs, providing jurisdictions and other local agencies with technical assistance, planning, temporary staffing, or consultant needs associated with updating local planning and zoning documents, accelerating infill development, planning and upgrading infrastructure, creating multimodal transportation communities, shifting travel behavior through reducing driving, and increasing transit ridership, each as specified.
