2024 – Assembly Bill 2346 (Lee, Alex) Organic Waste Reduction Regulations: Procurement of Recovered Organic Waste Products (Chaptered)

Authorizes local jurisdictions to count additional organic waste products, activities, and investments towards their organic waste procurement targets, including determining a local per capita procurement target using information from a local jurisdiction waste characterization study, as specified. The bill also authorizes a local jurisdiction to satisfy its annual procurement obligations by procuring a quantity of recovered organic waste products that meets or exceeds a 5-year procurement target, as specified.

Summary

Revises the amount of compensation that a member of the Bay Area Air Quality Management District Board may receive for attending a meeting of the board or attending a meeting while on official business of the district to an amount not to exceed $100 per meeting and $200 per day. The bill authorizes a member of the board to receive compensation for active transportation travel to one of these meetings. The bill caps member compensation at $6,000 per year.

2022 – Assembly Bill 2206 (Lee, Alex), Parking Cash-Out Program (Chaptered)

Summary

Provides various methods by which an employer subject to the parking cash-out (PCO) law can calculate the cost of a parking space, aside from what is identified in a lease. The bill requires CARB, beginning January 1, 2024, to annually adjust specified amounts in the “Market Rate Cost of Parking” definition for inflation. The bill requires an employer to maintain appropriate evidence of its effort, or the parking offer it relied upon, as specified, to establish the market rate cost of parking for at least four years. If an employee receives a parking subsidy, the bill requires an employer to maintain the record of communication with the employee that the employee has been informed of the right to receive the cash equivalent of the parking subsidy.

2021 – Assembly Bill 762 (Lee, Alex), Hazardous Emissions and Substances on Private and Charter School Sites (Dead)

Summary

Would have expanded existing school site acquisition and environmental certification requirements under the California Education Code for public and State-funded schools to include private and charter schools.  The requirements include evaluation of the schoolsite for hazardous substances, waste, and air emissions, among other provisions. The bill would have also extended the requirements for the purchase of a schoolsite or the construction of a school under the California Environmental Quality Act to include charter and private schools. Held on suspense in the Senate Appropriations Committee.
