Summary 

This bill requires the Governor's Office of Planning and Research, in consultation with CARB, CEC, and CPUC, to prepare an assessment of barriers limiting the deployment of clean energy projects that support the strategies identified in the Scoping Plan and advance the State's climate change goals. The bill requests California Council on Science and Technology to regularly assess the infrastructure project types, scale, and pace necessary to achieve the quantities of renewable energy and distribution networks to achieve the State's energy, climate, and air quality goals.

The bill would also have required the Ombudsperson to convene two or more workshops of an advisory committee to aid in identifying and publishing best practices in adopting zero-emission fleet vehicles for public agencies and identifying appropriate candidate vehicles for bulk purchase, leveraged procurement, or other means of widespread adoption by public entities, as specified. The bill would have required the Ombudsperson to develop, and recommend that DGS adopt, criteria for evaluating vehicle purchase options or other means of widespread and streamline adoption options. 2022 - Assembly Bill 1322 (Rivas, Robert), California Global Warming Solutions Act Of 2006: Aviation Greenhouse Gas Emissions Reduction Plan. (Vetoed)

Summary 

Would have required CARB, by July 1, 2024, to develop a plan to reduce aviation greenhouse gas emissions, including a sustainable fuels target for the aviation sector of at least 20 percent by 2030. The bill would have required the plan to include strategies to increase adoption of sustainable aviation technologies, and incentive amounts necessary to encourage aircraft to use cleaner fuels. Finally, the bill would have required CARB, by July 1, 2024, upon appropriation by the Legislature, to implement the plan.

Governor’s Veto Message 

To the Members of the California State Assembly:

I am returning Assembly Bill 1322 without my signature.

 

This bill requires the California Air Resources Board (CARB), on or before July 1, 2024, to develop a plan to reduce greenhouse gas emissions through the production and use of sustainable aviation fuels. This bill would also require CARB, on or before July 1, 2024, to commence implementation of the plan to achieve these goals.

 

While my Administration appreciates the intent of this bill, there are existing opportunities for credit generation from sustainable aviation fuel production under the state's Low Carbon Fuel Standard.

 

For these reasons, I cannot sign this bill.

Would have required the Department of Transportation to develop a pilot program for the purpose of issuing a special permit for specified vehicles hauling raw milk. The bill would have required the fuel used in permitted vehicles to have a Low Carbon Fuel Standard carbon intensity rating of 65 or lower and required the Department of Transportation, in consultation with CARB, to submit a report to the Legislature identifying among other things, the emission reductions as a result of the program. 2021 – Assembly Bill 361 (Rivas, Robert), State and Local Agency Teleconference Meetings (Chaptered)

Summary

Authorizes, until January 31, 2022 and subject to specified notice and accessibility requirements, a State body to hold public meetings through teleconferencing and to make public meetings accessible telephonically, or otherwise electronically, to all members of the public seeking to observe and to address the State body. With respect to a State body holding a public meeting pursuant to these provisions, the bill suspends certain requirements of the Bagley-Keene Open Meeting Act, including the requirements that each teleconference location be accessible to the public and that members of the public be able to address the State body at each teleconference location. Under the bill, a State body that holds a meeting through teleconferencing and allows members of the public to observe and address the meeting telephonically or otherwise electronically would satisfy any requirement that the State body allow members of the public to attend the meeting and offer public comment.
