Summary

Would promote medium-duty, heavy-duty, and off-road zero-emission infrastructure and electric and hydrogen refueling policies to support the State’s 2030 zero-emission vehicle and greenhouse gas reductions goals. The bill would also establish an electric rate structure, inclusive of electric charging and hydrogen refueling that incentivizes zero-emission vehicles and freight equipment across the State. Additionally, the bill establishes the Safe and Clean Truck Infrastructure Program that deploys strategies to support truck drivers with safe areas to park and zero-emission refueling stations. Summary

Would have redefined “petroleum refinery” to exclude refineries under a capacity of 55,000 barrels per day and within 1 mile of communities under 3,000 residents from requirements to establish and maintain a refinery-related community air monitoring system.  Was amended to deal with peace officers.

Summary

Would have allowed a city or county, as part of its authority over land use permitting and after consultation with the relevant local air districts, to develop and adopt air monitoring plans.  After the adoption of an air monitoring plan, the bill would have allowed the city or county to require the installation of continuous and periodic monitoring systems for hydrocarbon emissions from nonrefinery stationary sources.  The bill would have provided a funding mechanism to support such air monitoring.  The bill also would have required the Geologic Energy Management Division (CalGEM)—formerly known as the Division of Oil, Gas, and Geothermal Resources—in the Department of Conservation by January 1, 2021, to review and evaluate its existing regulations that apply to a sensitive production facility, as defined.  The bill also would have required CalGEM to update such regulations, as appropriate, and prioritize actions needed to reduce specified emissions from oil and gas operations and to ensure environmental justice goals are achieved.  Was not heard in the Assembly Natural Resources Committee.

Summary

Would have required an aviation fuel retailer to provide a quarterly information return to the California Department of Tax and Fee Administration and would have set penalties and exemptions for a retailer that fails to file.  The bill would have required the California Department of Tax and Fee Administration to calculate the revenue collected from the sale, storage, use, or consumption of aviation fuel in the State.  Was not heard in the Senate Government and Finance Committee.

Would have required CARB, no later than December 31, 2023, in cooperation with the Geologic Energy Management Division and the California Energy Commission to complete and publish an analysis of the lifecycle greenhouse gas emissions associated with crude oil produced in the State.  The bill would have specified requirements for the analysis, including separate analysis of each crude oil production field in California.  Was not heard in the Assembly Natural Resources Committee.

Would have required CARB, in a public process, to consider allowing renewable natural gas from a source that directly reduces emissions in the State delivered via common carrier pipeline to a crude production facility to generate an innovative crude production method credit under the Low Carbon Fuel Standard.  The bill would have sunset on December 31, 2022.  Was not heard in the Assembly Natural Resources Committee.

Summary

Defines dimethyl ether-propane fuel blend, sets the State excise tax on that blend and on dimethyl ether used as a vehicle fuel at $0.06 per gallon, and exempts that fuel blend from specified signage requirements.  The bill makes other conforming changes related to the taxation of dimethyl ether and a dimethyl ether-propane fuel blend as a vehicle fuel.

Would have required CARB to amend the Low Carbon Fuel Standard regulations to consider the attainment of National Ambient Air Quality Standards under the federal Clean Air Act, consider specified climate goals, complement existing oxides of nitrogen reduction programs to ensure value‑added support to meet 2023 and 2031 federal nonattainment deadlines, and apply performance‑based metrics.  The bill failed passage in the Assembly Natural Resources Committee.
