Summary

Would have established fire hazard planning responsibilities for local governments and required cities and counties to make specified findings on fire standards prior to permitting residential development in a very high fire hazard severity zone. Also, would have established a grant program to provide funding to small jurisdictions that contain very high fire risk areas for wildfire risk reduction planning activities, to be administered by the Department of Forestry and Fire Protection. Summary

Would, among other provisions, require local governments to make additional considerations in their General Plans and zoning codes regarding wildfire risk. Some elements of these planning considerations would be informed by standards developed by the State Fire Marshall, in coordination with the Department of Forestry and Fire Protection (CAL FIRE) and the Governor’s Office of Research and Planning. The bill would also add a sixth Regional Housing Needs Allocation (RHNA) objective to promote resilient communities and would adjust the RHNA allocation process to account for wildfire risk. Additionally, the bill would create a grant program at CAL FIRE to support wildfire risk reduction projects. Failed passage in the Assembly Housing and Community Development Committee and was granted reconsideration.

Summary

Would have required a local air district hearing board to send a notice of a hearing to consider an application for an interim variance not less than 72 hours prior to the hearing to any person who requests the notice.  Was amended to deal with public peace.

Summary

Would have required an aviation fuel retailer to provide a quarterly information return to the California Department of Tax and Fee Administration and would have set penalties and exemptions for a retailer that fails to file.  The bill would have required the California Department of Tax and Fee Administration to calculate the revenue collected from the sale, storage, use, or consumption of aviation fuel in the State.  Was not heard in the Senate Government and Finance Committee.

Summary

Would have required the California Public Utilities Commission (CPUC) to develop and implement backup power rules for telecommunication services in areas that the CPUC has determined to be at high risk of wildfire.  The bill at one time included language on electrical system reliability and backup generation that could have involved cleaner backup generation technology of interest to CARB.  Held on suspense in the Assembly Appropriations Committee.
