Authorizes special environmental review procedures similar to the Jobs and Economic Improvement through Environmental Leadership Act of 2011 (AB 900, Buchanan, Chapter 345, Statutes of 2011) for the San Diego Area Council of Governments for a suite of transit projects on an underused U.S. Navy site in San Diego.  The procedures include authorizing California Environmental Quality Act (CEQA) streamlining in exchange for complying with several environmental requirements and a CARB greenhouse gas emission determination with specified local mitigation measures.

Would have required CARB, no later than December 31, 2023, in cooperation with the Geologic Energy Management Division and the California Energy Commission to complete and publish an analysis of the lifecycle greenhouse gas emissions associated with crude oil produced in the State.  The bill would have specified requirements for the analysis, including separate analysis of each crude oil production field in California.  Was not heard in the Assembly Natural Resources Committee.

Summary

Would have declared that it is the policy of California to restore an optimal safe climate and to provide maximum protection from climate change to all people and species, globally, including the most vulnerable.  The bill would have stated the intent of the Legislature that the State undertake various immediate and large-scale efforts, including conversion of the economy to zero greenhouse gas emissions by no later than 2030 and an immediate phaseout of fossil fuels.  Remains at the Assembly Desk.
