2023 – Assembly Bill 627 (Jackson, Corey), Heavy-duty trucks: grant program: operating requirements (2-Year)

Summary 

This bill (1) Requires CARB to create a list of cities that contain both a DAC, and some portion of the city is in the top 10 percentile of worst air quality in the state for diesel particulate matter. The bill requires CARB to publish this list of cities on its internet website; (2) bans the operation of heavy-duty diesel fueled vehicles within the city limits of any cities on the aforementioned list. However, the bill provides a number of exemptions to this requirements including emergency vehicles, vehicles operated by utilities, agricultural vehicles, tanks, and out-of-state vehicles; and (3) Create an incentive program to be administered by the South Coast Air Quality Management District for the purchase of zero-emission or natural gas trucks. 2023 – Assembly Bill 579 (Ting, Phil), Schoolbuses: zero-emission vehicles (Chaptered)

Summary 

This bill requires, commencing January 1, 2035, 100% of all newly purchased or contracted schoolbuses of a school district, county office of education, or charter school to be zero-emission vehicles, where feasible. The bill authorizes local educational agencies, in order to comply with the aforementioned  requirement, to request a one-time extension for a term not to exceed 5 years if a local educational agency determines that the purchase or contracting of a zero-emission schoolbus is not feasible due to both terrain and route constraints, provided that certain conditions are met.

Summary 

Requires CARB, if it proposes a regulation to regulate an on-road mobile source, to prepare a lifecycle analysis, as defined, of any technology required by the regulation. The scope of environmental impacts in the lifecycle analysis must include, but is not limited to, the assessment from raw material extraction and processing, through the product’s manufacture, distribution, and use, to the recycling or final disposal of the materials composing it. The assessments must include, but are not limited to, consideration of carbon dioxide emissions. Was not heard in the Assembly Appropriations Committee.

2022 - Senate Bill 1305 (Laid, John), State Vehicle Fleet: Alternative Fuel Vehicles (Chaptered)

Summary

Repeals portions of the public resources code which require the Department of General Services (DGS) to coordinate with CARB to develop and adopt specifications and standards for passenger cars and light‑duty trucks for the State vehicle fleet. The bill repeals the requirement for DGS to amend the “Enhanced Efficiency Costing Methodology for Passenger Cars and Light-Duty Vehicles.” The bill also requires DGS, on or before January 1, 2023, to maximize the purchase and availability of alternative fuel vehicles in the State vehicle fleet by adopting a procurement method to evaluate those vehicles, and would require the department, for the purchase of passenger vehicles and light-duty trucks powered solely by an internal combustion engine, to evaluate the cost and environmental and energy benefits of that purchase.

Prohibits any person from purchasing a used catalytic converter from anybody other than certain specified sellers, including an automobile dismantler, an automotive repair dealer, or an individual possessing documentation, as specified, that they are the lawful owner of the catalytic converter. A violation of this provision is an infraction, punishable by a fine.

2022 - Senate Bill 210 (Wiener, Scott), Automated License Plate Recognition Systems: Use of Data (Dead)

Summary

Would have changed retention rules surrounding information captured by automatic license plate readers (ALPR).  Current law authorizes the Department of the California Highway Patrol to retain license plate data captured by license plate reader technology for not more than 60 days unless the data is being used as evidence, or for the investigation of felonies. This data can be shared with law enforcement agencies and requires both an ALPR operator and an ALPR end-user, as those terms are defined, to implement a usage and privacy policy regarding that ALPR information. This bill would have required, if the ALPR operator or ALPR end-user is a public agency and not an airport authority, ALPR data be destroyed within 24 hours if it does not match a hot list. Held on suspense in the Senate Appropriations Committee.
