Exempts rental and leasing entities from labor requirements imposed on applicable fleet purchasers that participate in CARB’s heavy-duty vehicle incentive programs. The bill also clarifies that lessees must still comply with relevant labor laws in order to participate in the aforementioned incentive programs.

Summary

As related to CARB, requires the California Department of Transportation (Caltrans) to establish a consolidated statewide information system that contains a list of, and links to, existing registries and databases related to drayage trucks. In coordination with Caltrans, the bill requires CARB to connect its databases containing online truck reporting systems, information on recipients that have received a voucher for the purchase of drayage truck(s) under the California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, and the compliance status of trucks under the Heavy-Duty Vehicle Inspection and Maintenance Program, to the statewide information system.

Summary

Places new requirements related to labor and workforce standards for drayage and short-haul trucking fleets participating in applicable incentive programs. The bill requires that these fleets provide a self-attestation and demonstrate that they do not have any “applicable law violations,” which the bill defines as a final determination, order, judgment, or award issued against a fleet purchaser of vehicles for engaging in illegal conduct related to the misclassification of employees as independent contractors, including the failure to pay wages, imposing unlawful expenses on employees, etc. In addition to providing the self-attestation, fleet purchasers receiving an incentive would be required to sign contracts conditioning any incentive received on compliance with the bill.

Summary

Would have required a State agency to conspicuously post the notice of proposed action and associated documents required by the Administrative Procedures Act on the State agency’s website within 24 hours of submitting those documents to the Office of Administrative Law, instead of making those documents available to the public upon request.  Was not heard in the Assembly Accountability and Administrative Review Committee.

Summary

Would have required the procurement of long-duration energy storage to meet a more aggressive greenhouse gas emissions reduction target.  This bill would have required the California Public Utilities Commission (CPUC) to direct this procurement by load-serving entities (LSE) by March 1, 2021.  If the CPUC did not order the procurement, this bill would have required the Department of Water Resources to procure the amount of long-duration energy storage on behalf of the LSEs.  Was not heard in the Senate Energy, Utilities, and Communications Committee.
