Summary

Would have exempted the operation of an alternative power source, as defined, to provide power to a critical facility, as defined, from any local, regional, or State regulation regarding the operation of that source.  The bill would have authorized providers of essential public services, in lieu of compliance with applicable legal requirements, to comply with the maintenance and testing procedures set forth in the National Fire Protection Association Standard for Emergency and Standby Power System, NFPA 110, for alternative power sources designated by the essential public services providers for the support of critical facilities.  Was not heard in the Assembly Utilities and Energy Committee.

Summary

Would have required CARB to provide each Metropolitan Planning Organization that completes a Sustainable Communities Strategy with greenhouse gas emission reduction targets for the automobile and light truck sector for 2045 and 2050, and with vehicle miles traveled reduction targets for 2035, 2045, and 2050.  CARB would have been required to provide the targets no later than December 31, 2022, and release a draft of those targets no later than September 30, 2022, as specified.  Was not heard in the Senate Transportation or Housing Committees.

Summary

Would have extended the Jobs and Economic Improvement through Environmental Leadership Act of 2011 (AB 900, Buchanan, Chapter 345, Statutes of 2011) until January 1, 2025.  The bill would have also expanded eligibility to include smaller housing projects and specified procedures for the quantification and mitigation of greenhouse gas emissions, including removing CARB’s role, authorizing the Office of Planning and Research to charge a fee for the greenhouse gas determination, and prioritizing on-site and local direct greenhouse gas emissions reductions over emission offset measures.  Failed passage on Senate Concurrence.

Summary

Would have authorized a local government to pass an ordinance, notwithstanding any local restrictions on adopting zoning ordinances, to zone any parcel for up to 10 units of residential density per parcel, if the parcel is located in a transit-rich area, a jobs-rich area, or an urban infill site.  The bill also would have required the Department of Housing and Community Development, in consultation with the Office of Planning and Research, to determine jobs-rich areas and publish a map of those areas every five years.  Held in the Assembly Appropriations Committee.

Would have increased to 50 percent, from 25 percent, the allowable parcel area of a transit priority development project that may be farther than a half-mile from a major transit stop or high-quality transit corridor and still meet the requirements for limited California Environmental Quality Act review.  Was not heard in the Assembly Natural Resources Committee.

Would have required a local agency, as defined, to allow an applicant for a housing development project to reduce the required number of motor vehicle parking spaces based on the number of long-term bicycle parking spaces and car-sharing spaces provided, subject to certain limitations, as specified.  Was not heard in the Senate Governance and Finance Committee.

Summary

Would have authorized a public agency to require an operator, such as a transportation network company, to periodically submit anonymized trip data.  The bill would have also allowed the public agency to share anonymized trip data with specified entities if specified conditions were met, including that the purpose of sharing the data was to assist the public agency in the promotion and protection of transportation planning, integration of mobility options, and road safety.  Held on suspense in the Assembly Appropriations Committee.

Summary

Would have required a school district to ensure that school facilities meet the minimum requirements of regulations enacted by the Occupational Safety and Health Standards Board that govern the quality of air provided to employees in places of employment.  The bill would have required school districts to use contractors who had been certified by a nationally recognized organization for the inspection, maintenance, and repair of heating, ventilation, and air-conditioning systems.  Was not heard in the Assembly Education Committee.
