Would have required the Transportation Agency to improve the capability of the SB 1 (Beall, Chapter 5, Statutes of 2017) internet website to provide a comprehensive one-stop reporting interface available to the public. The bill would have required the interface to provide timely fiscal information compiled from data provided by each administering agency regarding the development and implementation status of each transportation program or project funded, at least in part, by revenues from SB 1. Summary

Would have required that a Bagley-Keene Open Meeting Act notice of a State body include all writings or materials provided for the noticed meeting to a member of the State body by the staff of a State agency, board, or commission, or another member of the State body that are in connection with a matter subject to discussion or consideration at the meeting. The bill also would have required that such writings or materials be made available on the State body’s website, and to any person who requests the writings or materials in writing, on the same day as the dissemination of the writings and materials to members of the State body or at least 72 hours in advance of the meeting, whichever is earlier. Summary

Would have required, by January 1, 2023, each State agency to review its regulations for duplicative, overlapping, inconsistent, or out-of-date regulations; hold a public hearing to accept comment on proposed revisions to identified regulations; adopt, amend, or repeal regulations to reconcile identified issues; and report to the Governor and Legislature on compliance with these requirements. The bill also would have required overseeing agencies to notify their boards, departments, and offices of regulations that are duplicative, overlapping, or inconsistent with those adopted by another department, board, or office within the agency. The bill would have provided that the effective date of a regulation would not apply if the Legislature passed a statute to override the regulation. The bill also would have required the Office of Administrative Law to submit a copy of each approved major regulation submitted to the Secretary of State to each house of the Legislature for review.Held on suspense in the Assembly Appropriations Committee.

Summary

Would establish, until January 1, 2028, a Just Transition Advisory Commission in the Labor and Workforce Development Agency and requires the commission, through a public process, to develop and adopt a Transition Plan that contains recommendations to transition the state’s economy to a climate-resilient and low-carbon economy that maximizes the benefits of climate actions while minimizing burdens to workers, especially workers in the fossil fuel industry, and their communities, especially those that face disproportionate burdens from pollution. Would have required CARB to consider developing and implementing a Green Hydrogen Credit Program and determine whether or not such a program would be effective in incentivizing green hydrogen production. Summary

Would have required CARB by January 1, 2023, to develop and adopt regulations requiring corporations with revenues in excess of $1 billion doing business in California to disclose their greenhouse gas emissions. The bill also would have required CARB, by July 1, 2025 to prepare a report on the greenhouse gas emissions of reporting entities, including estimates of reductions needed to maintain global temperatures within 1.5 degrees Celsius, estimate of emissions based on California’s current climate programs, and recommendations for reporting entities to reduce their emissions. Held on suspense in the Senate Appropriations Committee.

Would have requested that the California Council of Science and Technology (CCST) undertake and within 12 months of entering into a contract, submit a report to the Legislature that provides an implementation strategy to achieve the State's organic waste, and related climate change and air quality mandates, goals, and targets.
