Summary

Would have required that a Bagley-Keene Open Meeting Act notice of a State body include all writings or materials provided for the noticed meeting to a member of the State body by the staff of a State agency, board, or commission, or another member of the State body that are in connection with a matter subject to discussion or consideration at the meeting. The bill also would have required that such writings or materials be made available on the State body’s website, and to any person who requests the writings or materials in writing, on the same day as the dissemination of the writings and materials to members of the State body or at least 72 hours in advance of the meeting, whichever is earlier. Held on suspense in the Assembly Appropriations Committee.

2020 - Assembly Bill 126 (Cooper, Jim), Air Quality Improvement Program: Clean Vehicle Rebate Project (Dead)

Would have required CARB to make changes to the Clean Vehicle Rebate Project, including increasing the rebate payments by $500 for low-income applicants and increasing electric range requirement for plug-in hybrids to a minimum of 40 miles.  The bill also would have required CARB to consider, through a public process, changing Clean Vehicle Rebate Project’s eligibility requirements to increase the number of rebates provided to people who qualify as low-income, or who live in low-income communities disadvantaged communities, or an air basin that is designated as being in nonattainment for any criteria air pollutant.  Was not heard in Senate Transportation Committee.
