Would have required the Office of Emergency Services (OES) to ensure the California State Warning Center integrates, upon the next update to OES’s emergency plan, a plan to provide targeted alerts for public health dangers, including smoke from wildfires. Would have required OES to create a standard operating procedure to send text and voice messages, in multiple languages, to residents and farmworkers based on their ZIP Codes to alert them of public health dangers in their area. Would have required, by January 1, 2026, each State agency to review all of its regulations for duplicative, overlapping, inconsistent, or out-of-date regulations; hold a public hearing to accept comment on proposed revisions to identified regulations; adopt, amend, or repeal regulations to reconcile identified issues; and report to the Governor and Legislature on compliance with these requirements. The bill would also have required overseeing agencies to notify their boards, departments, and offices of regulations that are duplicative, overlapping, or inconsistent with those adopted by another department, board, or office within the agency. Would have required all open meetings of a State body to be held by teleconference and would have allowed closed sessions of a State body to be held by teleconference. The bill would have removed existing requirements that the teleconference location be identified in the meeting notice and agenda and be accessible to the public. The bill would have required, among other things, the meeting notice to specify the means by which a meeting may be accessed by teleconference. Would have revised AB 32, the California Global Warming Solutions Act of 2006, by charging CARB with only the responsibility of regulating vehicular sources of greenhouse gas emissions in order to reduce greenhouse gas emissions. The bill would have charged each local air district with the responsibility of regulating all sources, other than vehicular sources, of greenhouse gas emissions to reduce greenhouse gas emissions within its jurisdiction. Would have required an owner or operator of a natural gas plant to develop, install, operate, and maintain, in accordance with guidance developed by the appropriate local air district, a fence-line monitoring system to measure and record methane concentrations at or adjacent to a natural gas plant. The bill would have required the local air district and the owner or operator of a natural gas plant to collect real-time data from these fence-line monitoring systems, provide that data to the public, and maintain records of that data. The bill would have required an owner or operator of a natural gas plant to report methane concentrations readings that exceed background levels to the local air district and requires the local air district to report those readings to Members of the Legislature representing the district in which the natural gas plant is located. The bill would have required the owner or operator of a natural gas plant to be responsible for the costs associated with the fence-line monitoring system. Was not heard in the Assembly Natural Resources Committee.
