2024 – Assembly Bill 1786 (Rodriguez, Freddie), California Individual Assistance Act: California Local Assistance Act (Dead)

Summary

Would have added climate change and climate change exacerbated conditions to the list of conditions for which a state of emergency or local emergency could be declared. The bill would have also created the California Individual Assistance Act and California Local Assistance Act programs. These programs were intended to give individuals, community-based organizations, local and tribal governments, transportation systems, and communities the assistance they need to quickly recover following a disaster related to climate change. Would have appropriated $100 million for the California Individual Assistance Act and $400 million for the California Local Assistance Act, both from the Greenhouse Gas Reduction Fund. Held on suspense in the Assembly Appropriations Committee.

Would have required CARB to phase in a 100 percent green and zero carbon hydrogen fuel standard by 2045. The bill would have provided a ten year, steadily declining set of personal and corporate income tax credits for green hydrogen production and distribution, as well as for hydrogen fueling stations. CARB would have had to annually certify green hydrogen production and available hydrogen fueling stations to the Franchise Tax Board. Green hydrogen was defined to be hydrogen not produced from fossil fuel feedstock sources. Was not heard in the Assembly Natural Resources Committee.

Would have established the position of the State Geographic Information Officer (GIO) within the Government Operations Agency.  The bill would have tasked the State GIO with analyzing the geospatial data collected statewide to identify gaps or areas of duplication, coordinating the State’s geographic information projects, and adopting standards for data collection and sharing, among other duties.  The bill would also have established the California Geographic Information System (GIS) Advisory Council composed of State GIS users to advise the State GIO on issues of policy and implementation, including recommending rules and policies involving defining GIS standards and responsibilities.  Remains at the Assembly Desk.
