Summary

Requires the California Energy Commission (CEC), in consultation with CARB and the California Public Utilities Commission, on or before June 30, 2024, to convene a stakeholder workgroup to examine challenges and opportunities associated with using a battery electric vehicle and bidirectional electric vehicle service equipment as a mobile battery to power a home or building to provide electricity to the electrical grid, and requires CEC, in consultation with the stakeholder workgroup, on or before January 1, 2026, to submit a report to the Governor and Legislature that includes specified information related to the bidirectional capability of battery electric vehicles and electric vehicle service equipment, as specified. The bill also authorizes CARB to require any weight class of battery electric vehicle to be bidirectional capable if it determines there is a sufficiently compelling beneficial bidirectional-capable use case to the battery electric vehicle operator and electrical grid. The bill requires CARB to develop a public process with local air districts to discuss options for remedying the report, which the airport must resubmit within 120 days. The bill requires CARB to notify the Governor's Office of Business and Economic Development (GO-Biz) upon approval of a report and requires GO-Biz to provide technical assistance to qualified airports. The bill requires airports with greater than 50,000 private takeoffs to report to relevant local air districts on their efforts to mitigate impacts to disadvantaged communities. Failed passage in the Assembly Natural Resources Committee and was granted reconsideration.
