Summary

Creates a structure and process for establishing a multistate regional transmission system organization, whereby California or out-of-state electric transmission owners can become members in order to regionalize or broaden access to electricity by the California Independent System Operator. CARB is in a consulting role. Was not heard in the Assembly Appropriations Committee.
