Current Regulatory documents for the Proposed CTR Amendments (2/9/22)

2020 Amendments Adopted, with Modifications 

On November 19, 2020, CARB adopted amendments to the proposed Regulation for the Reporting of Criteria Air Pollutants and Toxic Air Contaminants (CTR) and to the Air Toxics “Hot Spots” Emission Inventory Criteria and Guidelines (EICG) Regulation. However, based on public comment received, the Board directed CARB staff to consider additional modifications to the regulations prior to finalizing the revisions. Staff will incorporate any revisions through a public "15-day" revisions process, including a workshop.

2018 Regulation Approved: Regulation Text and Rulemaking Documents

The final approved 2018 CTR regulation is now available. CTR is effective on January 1, 2020, with the first annual data reports due to local air districts by May 1, 2020, following air district "business as usual" reporting unless the district requires submission on a different schedule.

Following the CARB Board meeting, staff was directed to revise the regulation under a 15-day revisions process. To seek input on the proposed updates, staff held a series of workshops during March 2019, sharing and summarizing the updated text, and requesting comments on the revisions by March 29, 2019. CTR Reporting Progress

During 2019, CARB staff performed an initial assessment of facilities that would potentially be subject to the emissions data reporting requirements under the proposed Criteria and Toxics Reporting (CTR) Regulation. The preliminary draft list includes facilities subject to reporting due to their greenhouse gas, criteria pollutant, or toxic air contaminant emissions.

We are currently in the process of compiling data to provide the most accurate information to the public prior to release.

Statewide Efforts

Areas of the United States that are designated as Nonattainment for one or more National Ambient Air Quality Standards are required under the federal Clean Air Act to develop plans meeting specific requirements depending on the severity of the pollution problem.  Under State law, the California Air Resources Board has the responsibility to develop SIP strategies for cars, trucks and other mobile sources, as well as consumer products; while local air districts are primarily responsible for controlling emissions from stationary sources.
