Nonvehicular Sources, Consumer Products, and Architectural Coatings Fees
Section 39612 of the Health and Safety Code authorizes CARB to impose additional fees on nonvehicular sources (facilities) that emit 250 tons or more per year of any nonattainment pollutant or its precursors. Section 39613 authorizes fees for emissions from consumer products and architectural coatings sold in the state if a manufacturer's total sales will result in emissions of 250 tons or more per year of volatile organic compounds. These fees are used by CARB to mitigate or reduce air pollution created by nonvehicular sources in the state.
The Fee Rates report provides historical base fee per ton calculation for each fiscal year.

CARB's GHG inventory is updated annually to include additional years and improved estimation methods. This website provides a repository of data and documentation for all past versions of the GHG inventory. Global Warming Potentials for Past Inventory Versions
Global warming potentials (GWPs) are used to convert mass emissions to carbon dioxide equivalent values. These values are designated by the intergovernmental panel on climate change (IPCC) and are updated periodically to reflect advances in scientific knowledge. Second assessment report (SAR) GWPs were used in some past inventories, while the current inventory uses fourth assessment report (AR4) GWPs. A table of SAR and AR4 GWP values and a further discussion can be found on the GWP page.

GHG emissions prior to 2000 are included in the 1990-2004 GHG Emission Inventory published in November 2007 (data available at 1990 Level & Limit), which provided the basis for developing the 1990 statewide emissions level and 2020 emissions limit required by the Global Warming Solutions Act of 2006 (AB 32).
Thermal Spraying
Thermal spraying is a process in which metals are melted and sprayed on a surface to form a coating.
Background
Other names for thermal spraying include:
- flame spraying
- metallizing
- hardfacing
The metals that are sprayed can be pure metals or alloys that are generally in the form of powders, wires, or rods. During the metal spraying process, air emissions can include metal fumes and small metal particles that may be toxic.
CARB is investigating whether the air emissions from thermal spraying need additional controls to protect public health.

Note: The Thermal Spraying ATCM was originally codified in the California Code of Regulations, title 17, section 93102.5.
The Thermal Spraying ATCM was renumbered from section 93102.5 to section 93101.5.
This change allowed section 93102.5 to be used for modifications to a different regulation that appears in section 93102 (the "Hexavalent Chromium Airborne Toxic Control Measure for Chrome Plating and Chromic Acid Anodizing Operations".) The renumbering did not change any of the regulatory language or requirements in the Thermal Spraying ATCM. The renumbering was approved by the Office of Administrative Law in October 2006 as a change without regulatory effect.
