Summary

Would define mobile fueling on-demand tank vehicles that provide gasoline to passenger vehicles as mobile sources, to be regulated by CARB. Traditional stationary gas stations are currently regulated by local air districts with a major focus on toxic air contaminants that can cause cancer to nearby sensitive receptors. Air district permitting considers equipment standards, throughput limits, identification of nearby vulnerable populations such as children and the elderly, and involves working with local land use authorities to reduce public health impacts. This bill would remove this authority from the air districts and gives CARB authority to certify equipment and enforce regulations related to mobile refuelers. Summary

Places new requirements related to labor and workforce standards for drayage and short-haul trucking fleets participating in applicable incentive programs. The bill requires that these fleets provide a self-attestation and demonstrate that they do not have any “applicable law violations,” which the bill defines as a final determination, order, judgment, or award issued against a fleet purchaser of vehicles for engaging in illegal conduct related to the misclassification of employees as independent contractors, including the failure to pay wages, imposing unlawful expenses on employees, etc. In addition to providing the self-attestation, fleet purchasers receiving an incentive would be required to sign contracts conditioning any incentive received on compliance with the bill.

Summary

Would have required CARB, as a part of the Clean Cars 4 All program, to provide vouchers to low-income persons living in disadvantaged communities for the purchase of zero-emission vehicles if two conditions were met: (1) the vehicles to be replaced had failed a smog check inspection, and (2) the repair cost of each vehicle to be replaced in order to pass the smog check inspection was greater than the maximum amount of assistance provided by the bureau’s Consumer Assistance Program. The bill also would have required CARB to: (1) Review award amounts offered under Clean Cars 4 All under each qualifying income bracket. (2) Ensure that vouchers awarded pursuant to Clean Cars 4 All are sufficient to incentivize purchases of near zero- and zero-emission transportation options eligible under the Clean Cars 4 All existing guidelines. (3) Develop metrics to demonstrate the socioeconomic benefits that result from Clean Cars 4 All participation. (4) Establish a centralized online database for consumers to view all light-duty electric vehicle incentives offered in the State. (5) Develop a community outreach strategy with stakeholders of all participating districts, including Clean Cars 4 All administrators, eligible residents, and participating residents, to examine the barriers limiting a low-income consumer’s adoption of electric vehicles, including, but not limited to, barriers of cost, lack of information, language, and availability of charging infrastructure. Summary

Would exempt vehicles from smog check requirements that have a special license plate issued pursuant to section 5004 of the vehicle code. In order to meet the specifications of the aforementioned vehicle code, a vehicle must fall into one of the three following requirements: Be (1) A motor vehicle with an engine of 16 or more cylinders manufactured prior to 1965, (2) A motor vehicle manufactured in the year 1922 or prior thereto, or (3) A vehicle which was manufactured after 1922, is at least 25 years old, and is of historic interest. Summary

Would require CARB, upon appropriation by the Legislature, to develop project grant criteria and guidelines for a new On-Road Heavy-Duty Vehicle Incentive Program (VIP2), within the Carl Moyer Program. The VIP2 program created by the bill would require that the program provide additional incentives for projects that are deployed in disadvantaged communities. The bill would also authorize several design features for the VIP2 program. Was not heard in the Senate Transportation Committee.

Summary

Replaces the term “transportation services” with the term “for-hire vehicle services” and defines that term to mean vehicles, other than public transportation vehicles, transporting passengers over public streets for compensation, as specified. The bill expands the authority of the board to enter into contracts to license or regulate for-hire vehicle services and to regulate vehicle safety and driver qualifications for passenger jitney service to any city within the County of San Diego.

Would specify projects providing incentives for purchasing electric bicycles, as defined, as projects eligible for funding under the program. The bill would require CARB, no later than July 1, 2022, to establish an Electric Bicycle Incentives Project to provide incentives, in the form of vouchers, to income-qualified individuals for the purchase of electric bicycles, as provided.  Made a 2-year bill in theSenate Appropriations Committee.

Summary

Would extend, until 2026, the 20 percent set-aside requirement for early commercial existing zero- and near-zero emission truck technology within CARB’s California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program, and would specify a set-aside for near-zero heavy-duty trucks within the 20 percent. The bill also would redefine "near-zero-emission" to mean a vehicle with a no less than 14,001 pounds gross vehicle weight rating, certified to a 0.02 grams per brake horsepower-hour (g/bhp-hr) low oxides of nitrogen emissions standard through December 31, 2026, and certified to a 0.01 g/bhp-hr low oxides of nitrogen emissions standard on and after January 1, 2027.
