Summary

Would have exempted from the smog check program all motor vehicles manufactured prior to the 1983 model year. Current law specifies vehicles exempt from biennial inspection upon renewal of registration, including, among others, all motor vehicles manufactured prior to the 1976 model year. 2020 - Assembly Bill 1972 (Voepel, Randy), Vehicular Air Pollution (Dead)

Summary

Would have eliminated certain criteria for what defines a “collector car,” in the Health and Safety Code relating to the smog check program.  This bill would have exempted these cars from a visual or functional check of emission control devices, including the catalytic converter.  Additionally, the bill would have removed the requirement that these vehicles pass a visual inspection for liquid fuel leaks which poses a public safety risk.  Was not heard in the Assembly Transportation Committee.
