Summary

Would require CARB, upon appropriation by the Legislature, to develop project grant criteria and guidelines for a new On-Road Heavy-Duty Vehicle Incentive Program (VIP2), within the Carl Moyer Program. The VIP2 program created by the bill would require that the program provide additional incentives for projects that are deployed in disadvantaged communities. The bill would also authorize several design features for the VIP2 program. Was not heard in the Senate Transportation Committee.

Would extend, until 2026, the 20 percent set-aside requirement for early commercial existing zero- and near-zero emission truck technology within CARB’s California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program, and would specify a set-aside for near-zero heavy-duty trucks within the 20 percent. The bill also would redefine "near-zero-emission" to mean a vehicle with a no less than 14,001 pounds gross vehicle weight rating, certified to a 0.02 grams per brake horsepower-hour (g/bhp-hr) low oxides of nitrogen emissions standard through December 31, 2026, and certified to a 0.01 g/bhp-hr low oxides of nitrogen emissions standard on and after January 1, 2027. 2021 – Assembly Bill 1346 (Berman, Marc), Small Off-Road Engines (Chaptered)

Summary

Requires CARB, by July 1, 2022, consistent with federal law, to adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines, as defined by CARB. Such regulations must apply to engines produced on or after January 1, 2024, or as soon as CARB determines is feasible, whichever is later. The bill requires CARB to identify and, to the extent feasible, make available funding for commercial rebate or similar incentive funding as part of any updates to existing applicable funding program guidelines for local air districts to implement, to support the transition to zero-emission small off-road equipment operations.

2021 - Assembly Bill 1524 (O’Donnell, Patrick), State Air Resources Board: Zero-Emission Drayage Trucks: Project 800 Initiative (Dead)

Summary

Would have required CARB to extend its Project 800 initiative (Project 800) to provide financial incentives for the ordering of an additional 1,000 to 1,600 zero-emission drayage trucks in 2022 and the operation of zero-emission drayage trucks in 2024. The bill states the Legislature’s intent that Project 800 funding comes from, but not be limited to, the Hybrid and Zero Emission Truck and Bus Voucher Incentive Project (HVIP). The bill would have also required participating fleets to provide a truthful attestation to CARB that they did not have an applicable law violation, as specified, at the time of application and for a minimum of three years from the date of application for Project 800 financial incentives. Requires the Department of Industrial Relations (DIR) to report and notify CARB of the determination of any reports received regarding a violation, as specified. The bill would have also required participating fleets to repay Project 800 financial incentives, including interest, as directed by CARB if a participating fleet had provided a falsified attestation or had an applicable law violation, as specified. Held on suspense in the Senate Appropriations Committee.
