2020 - Assembly Bill 639 (Cervantes, Sabrina), Port Automation and Climate Change (Chaptered)

Summary

Requires the Labor and Workforce Development Agency and Workforce Development Board to oversee a stakeholder process to develop recommendations on how best to mitigate employment impacts of automation at the ports of Long Beach and Los Angeles.  The bill also requires these agencies to issue findings and recommendations from the stakeholder process no later than July 1, 2023.  The bill also requires the California Workforce Development Board to present a previously required report on helping industry, workers, and communities transition to changes related to statewide greenhouse gas emission reduction goals.

Summary

Would have required the California Transportation Commission to establish a two-year competitive grant program for short-line railroad projects using funds from the Trade Corridors Improvement Fund program savings.  Eligible project types would have included rail reconstruction, maintenance, upgrade, and replacement, as well as projects that did not exceed $8 million.  Of interest to CARB due to freight funding for short rail locomotives.  Was not heard in the Assembly Transportation Committee.

Summary

Would have allowed a local air district to adopt and implement regulations to require data regarding air pollution within the district’s jurisdiction from areawide stationary sources to enable the calculation of health risks from toxic air contaminants.  The bill would have also specified that the district regulations may also require air pollution data from mobile sources drawn by those areawide stationary sources.  Was not heard in the Assembly Natural Resources Committee.

Would have required the State Lands Commission (Commission), in collaboration with the Governor's Office of Business and Economic Development, to hold stakeholder engagement meetings on the impacts of automated technology at California's ports.  In addition, this bill would have required the Commission to submit two reports to the Legislature on its activities involving stakeholder engagement meetings, with the first due by July 1, 2021, and the second due by July 1, 2023.  Was not heard on the Senate Floor.
