2021 - Assembly Bill 1524 (O’Donnell, Patrick), State Air Resources Board: Zero-Emission Drayage Trucks: Project 800 Initiative (Dead)

Summary

Would have required CARB to extend its Project 800 initiative (Project 800) to provide financial incentives for the ordering of an additional 1,000 to 1,600 zero-emission drayage trucks in 2022 and the operation of zero-emission drayage trucks in 2024. The bill states the Legislature’s intent that Project 800 funding comes from, but not be limited to, the Hybrid and Zero Emission Truck and Bus Voucher Incentive Project (HVIP). The bill would have also required participating fleets to provide a truthful attestation to CARB that they did not have an applicable law violation, as specified, at the time of application and for a minimum of three years from the date of application for Project 800 financial incentives. Requires the Department of Industrial Relations (DIR) to report and notify CARB of the determination of any reports received regarding a violation, as specified. The bill would have also required participating fleets to repay Project 800 financial incentives, including interest, as directed by CARB if a participating fleet had provided a falsified attestation or had an applicable law violation, as specified. Held on suspense in the Senate Appropriations Committee.

2021 – Assembly Bill 426 (Bauer-Kahan, Rebecca), Toxic Air Contaminants (2-Year)

Summary

Would allow a local air district to adopt and implement regulations to require data regarding air pollution within the district’s jurisdiction from indirect and areawide sources, including mobile sources drawn by those stationary sources, to enable the calculation of health risks from toxic air contaminants. The bill would also specify that a local air district, in carrying out its responsibilities with respect to the reduction of health risks from toxic air contaminants, may adopt and implement regulations to reduce or mitigate emissions from new and existing indirect and areawide sources of air pollution, or to encourage or require the use of measures which reduce the number or length of vehicle trips. Was not heard in the Natural Resources Committee.

2021 – Assembly Bill 111 (Boerner Horvath, Tasha), Transportation: Zero-Emission Vehicles (2-Year)

Summary

Would promote medium-duty, heavy-duty, and off-road zero-emission infrastructure and electric and hydrogen refueling policies to support the State’s 2030 zero-emission vehicle and greenhouse gas reductions goals. The bill would also establish an electric rate structure, inclusive of electric charging and hydrogen refueling that incentivizes zero-emission vehicles and freight equipment across the State. Additionally, the bill establishes the Safe and Clean Truck Infrastructure Program that deploys strategies to support truck drivers with safe areas to park and zero-emission refueling stations. Was not heard in the Assembly Transportation Committee.

Summary

Requires the Labor and Workforce Development Agency and Workforce Development Board to oversee a stakeholder process to develop recommendations on how best to mitigate employment impacts of automation at the ports of Long Beach and Los Angeles.  The bill also requires these agencies to issue findings and recommendations from the stakeholder process no later than July 1, 2023.  The bill also requires the California Workforce Development Board to present a previously required report on helping industry, workers, and communities transition to changes related to statewide greenhouse gas emission reduction goals.
