Summary

Would have required the Transportation Agency to improve the capability of the SB 1 (Beall, Chapter 5, Statutes of 2017) internet website to provide a comprehensive one-stop reporting interface available to the public. The bill would have required the interface to provide timely fiscal information compiled from data provided by each administering agency regarding the development and implementation status of each transportation program or project funded, at least in part, by revenues from SB 1. Summary

Would require the Department of Transportation to develop a pilot program for the purpose of issuing a special permit for specified vehicles hauling raw milk. The bill would require the fuel used in permitted vehicles to have an LCFS carbon intensity rating of 65 or lower and require the Department of Transportation, in consultation with CARB, to submit a report to the Legislature identifying among other things, the emission reductions as a result of the program. Exempts an autonomous vehicle (AV) that is designed to be operated exclusively, and at all times by autonomous technology from any State law or regulation requiring the installation or maintenance of vehicle equipment that relates to or supports motor vehicle operation by a human driver.

Summary

Beginning January 1, 2030, requires, to the extent allowed by federal law, any autonomous vehicle that is model year 2031 or later, has a gross vehicle weight rating of less than 8,501 pounds, and is equipped with Level 3, 4, or 5 automation (as defined by SAE International) to be a zero-emission vehicle, as defined, to be operated on California public roads.

Summary

Reconstitutes the Vehicle Dismantling Industry Strike Team, which sunset January 1, 2020, and is comprised of several State agencies, including CARB and California Environmental Protection Agency. The bill requires the Vehicle Dismantling Industry Strike Team to submit a report to the Legislature by January 1, 2024, that includes: the number of unlicensed dismantlers investigated and the number of investigations that resulted in enforcement actions, including theft of catalytic converters; the number of locations used for unlicensed automobile dismantling and the number of actions taken; compliance progress; and any statutory, administrative, or regulatory gaps that exist. Senate Bill 366 sunsets the Vehicle Dismantling Industry Strike Team on January 1, 2025. Additionally, the bill changes the fine structure for violations by unlicensed vehicle dismantlers.

Summary

Would have created a registration and identification program for off-highway vehicles (OHVs) that are model year 2022 and newer and used in competition. The bill would have imposed fees for the issuance or renewal of OHV competition identification. Beginning January 1, 2023, the bill would have required competition OHVs to display its assigned identification number in a specific location and to have a muffler and spark arrestor when operating on public lands. Would have required the Secretary of the California Transportation Agency (CalSTA) to establish the California Council on the Future of Transportation (Council). The Council would have been required to provide the Governor and the Legislature with recommendations for changes and updates to State policy related to autonomous vehicles (AVs). Summary

Would have removed “near-zero emission and zero-emission vehicles” from existing weight requirements and instead would have allowed a weight exceedance for “natural gas vehicle or electric battery vehicles."  Existing law authorizes near-zero-emission heavy-duty vehicles to exceed gross weight limits by up to 2,000 pounds on federal interstate highways and State roadways; and zero-emission heavy-duty vehicles to exceed gross weight limits by up to 2,000 pounds on California roadways.  Was not heard in Assembly Transportation Committee.
