The bill requires the rate design include details for all applicable transportation sectors and include information on decision making tools, such as cost calculators or cost estimates that can assist customers in predicting the cost of paying for electricity for these vehicles.

Summary

Would set a goal that at least 60 percent of new zero-emission passenger vehicles (ZEV) sold in the State for noncommercial private use be purchased by, or on behalf of persons from, an underrepresented community as defined by the bill. The bill also stated that this goal should supersede any other ZEV goals. Additionally, the bill would prohibit CARB from pursuing strategies to implement any goal for zero-emission passenger vehicle sales established by statute or executive order unless those strategies are also designed to achieve the zero-emission vehicle equity goal established by this bill simultaneously. Summary

Places new requirements related to labor and workforce standards for drayage and short-haul trucking fleets participating in applicable incentive programs. The bill requires that these fleets provide a self-attestation and demonstrate that they do not have any “applicable law violations,” which the bill defines as a final determination, order, judgment, or award issued against a fleet purchaser of vehicles for engaging in illegal conduct related to the misclassification of employees as independent contractors, including the failure to pay wages, imposing unlawful expenses on employees, etc. In addition to providing the self-attestation, fleet purchasers receiving an incentive would be required to sign contracts conditioning any incentive received on compliance with the bill.

Summary

Would exempt vehicles from smog check requirements that have a special license plate issued pursuant to section 5004 of the vehicle code. In order to meet the specifications of the aforementioned vehicle code, a vehicle must fall into one of the three following requirements: Be (1) A motor vehicle with an engine of 16 or more cylinders manufactured prior to 1965, (2) A motor vehicle manufactured in the year 1922 or prior thereto, or (3) A vehicle which was manufactured after 1922, is at least 25 years old, and is of historic interest.
