If a local educational agency determined that the purchase or contracting of a zero-emission school bus was not feasible due to both terrain and route constraints, the local educational agency would have been able to request a one-time extension for a term not to exceed five years from CARB. Additionally, the bill would have prohibited CARB from pursuing strategies to implement any goal for zero-emission passenger vehicle sales established by statute or executive order unless those strategies are also designed to achieve the zero-emission vehicle equity goal established by this bill simultaneously.
