Requires the California Building Standards Commission (CBSC) and the Department of Housing and Community Development, in consultation with CARB and other stakeholders, to research and develop, and optionally propose for adoption by CBSC, mandatory building standards for the installation of electric vehicle charging stations in existing multifamily dwellings, hotels, motels, and nonresidential developments during specified retrofits, additions, and alterations to existing parking facilities.

Summary

Would have required, beginning January 1, 2035, 100 percent of all newly purchased or contracted school buses of a local educational agency (LEA) to be zero-emission, where feasible. The bill would have defined an LEA as a school district, county office of education, or charter school. If a local educational agency determined that the purchase or contracting of a zero-emission school bus was not feasible due to both terrain and route constraints, the local educational agency would have been able to request a one-time extension for a term not to exceed five years from CARB. Would have required CARB to establish the Zero-Emission Aftermarket Conversion Project to provide an applicant with a rebate for the aftermarket conversion of a motor vehicle into a zero-emission vehicle. This bill would have redirected $2 million annually from the Clean Vehicle rebate Project to fund this program. Would have codified the light-duty portion of the Governor’s Zero-Emission Vehicle Executive Order, which sets a target of 100 percent new car sales be zero-emission by 2035. The bill also would have required CARB, to the extent consistent with State and federal law, to develop and adopt passenger vehicle and light-duty truck regulations requiring increasing volumes of new zero-emission vehicles sold in the State towards the target of 100 percent of in-State sales by 2035. Summary

Would have set a goal that at least 60 percent of new zero-emission passenger vehicles (ZEV) sold in the State for noncommercial private use be purchased by, or on behalf of persons from, an underrepresented community as defined by the bill. The bill also stated that this goal should supersede any other ZEV goals. Additionally, the bill would have prohibited CARB from pursuing strategies to implement any goal for zero-emission passenger vehicle sales established by statute or executive order unless those strategies are also designed to achieve the zero-emission vehicle equity goal established by this bill simultaneously.
