Would have required the California Geologic Energy Management Division (CalGEM), by July 1, 2022, to adopt regulations to protect public health and safety near oil and gas extraction activities, including the establishment of minimum setback distances, as specified.  The bill would have required CalGEM to consult with CARB and incorporate expertise and data from CARB’s ongoing monitoring program when developing the regulations.  The bill also would have required the Secretary of the Natural Resources Agency to create an environmental justice program within the Natural Resources Agency.  Was not heard in the Senate Natural Resources and Water Committee.

Summary

Would have required CARB, by January 1, 2022, to adopt an online application process for the submission of grant applications under the Carl Moyer Program.  The bill would have required CARB and the local air districts administering the program to use the online application process.  The bill would have also required CARB, by January 1, 2022, to review the program and to submit to the Legislature a report on the review containing certain information.  The bill would have also prohibited CARB from adopting or amending regulations making changes to the program until CARB had submitted the report.  Was not heard in the Assembly Transportation Committee.

Summary

Would have authorized a State agency to apply to the Department of Motor Vehicles (DMV) to sponsor a Go Green specialized license plate program.  Go Green specialized license plates would have only been available for zero-emission vehicles.  The bill would have also required DMV to deposit revenue generated by the Go Green specialized license plate program, after administrative costs had been deducted, in the Enhanced Fleet Modernization Subaccount to provide additional funding for the retirement of older polluting vehicles and incentivize the purchase of new and used zero-emission vehicles.  Was not heard in the Assembly Transportation Committee.

Would have extended the 20 percent set-aside for early commercial deployment of existing zero- and near-zero-emission heavy-duty truck technology to 2025, which otherwise sunsets December 31, 2020.  The bill would have also modified the definition for "near-zero" to specifically include low-NOx vehicles. Would have required CARB to regulate “fueling on-demand tank vehicles.”  The bill would have imposed testing, installation, maintenance, and certification requirements on a vapor recovery system or system component of a mobile fueling on-demand tank vehicle used to load, transport, and transfer motor vehicle fuel directly from an onboard cargo tank into a motor vehicle fuel tank.  Was not heard in the Assembly Transportation Committee.
