Summary

Expands the types of projects eligible for funding from the Alternative and Renewable Fuel and Vehicle Technology Program (ARFVTP) to include projects that develop in-state supply chains and the workforce for raw materials and components needed for zero-emission vehicle (ZEV) manufacturing. This bill expands the groups the California Energy Commission (CEC) must consult as part of ARFVTP workforce development efforts to include California Conservation Corps, local Conservation Corps, California Mobility Center, and California Community Colleges. This bill also incorporates workforce development as a resource CEC must evaluate part of its regular assessment of resources needed to meet State ZEV deployment goals.

Summary

Directs CARB to establish a program administered by California Pollution Control Financing Authority (CPCFA), to make financing tools and nonfinancial support tools available to the operators of medium- and heavy-duty vehicle fleets, to enable those operators to transition their fleets to zero-emission vehicles. Such direction includes developing and designing financing tools (e.g., grants, vouchers) and non-financial support tools (e.g., calculators, outreach), setting program criteria and prioritization for funding, defining success metrics, and collecting and compiling data about deployment of funding. Seventy-five percent of the funds must be deployed in priority areas defined in the bill, and the financing tools and non-financial supports must be accessible to fleets by January 1, 2023.

Summary

Expands the set of violations that can cause port drayage contractors to be placed on a Division of Labor Standards Enforcement list that extends joint liability for future violations to customers of that contractor. This legislation relates to the implementation of AB 794 (Chapter 748, Statutes of 2021) as violators named in this bill would be ineligible for CARB incentive programs named in AB 794.

Summary

Requires, among other things, CARB to establish processes to identify any overlap among its transportation-related incentive programs that share the same objectives, and create a process to define, collect, and evaluate data on the behavioral changes that result from each of its incentive programs. The bill also requires CARB to develop a process to define, collect, and evaluate data that will translate to metrics demonstrating the socioeconomic benefits that result from each of its incentive programs, and to use this data to make funding and design recommendations in its annual reports to the Legislature and funding plans. The work outlined by the bill is contingent upon appropriation and must be completed within three years of the appropriation.

Summary

Places new requirements related to labor and workforce standards for drayage and short-haul trucking fleets participating in applicable incentive programs. The bill requires that these fleets provide a self-attestation and demonstrate that they do not have any “applicable law violations,” which the bill defines as a final determination, order, judgment, or award issued against a fleet purchaser of vehicles for engaging in illegal conduct related to the misclassification of employees as independent contractors, including the failure to pay wages, imposing unlawful expenses on employees, etc. In addition to providing the self-attestation, fleet purchasers receiving an incentive would be required to sign contracts conditioning any incentive received on compliance with the bill.

Summary

Replaces the term “transportation services” with the term “for-hire vehicle services” and defines that term to mean vehicles, other than public transportation vehicles, transporting passengers over public streets for compensation, as specified. The bill expands the authority of the board to enter into contracts to license or regulate for-hire vehicle services and to regulate vehicle safety and driver qualifications for passenger jitney service to any city within the County of San Diego.
