2022 - Senate Bill 1203 (Becker, Josh), Net-Zero Emissions Of Greenhouse Gases: State Agency Operations. (Chaptered)

Summary 

Requires the Department of General Services (DGS), in consultation with CARB, by July 1, 2024, and annually thereafter to publish a greenhouse gas inventory of State agencies for the prior calendar year. The bill also requires DGS to develop and publish a plan of required actions and investments for achieving net zero State agency emissions by 2035 and beginning 2028 and biennially thereafter, publish an updated plan including actions and investments. The bill requires DGS to ensure the required actions and investments are incorporated into the sustainability roadmaps of all State agencies. Finally, the bill requires DGS to report to the Legislature on progress beginning December 31, 2027, and biennially thereafter, and makes agency actions contingent upon appropriation by the Legislature.

Summary 

Requires CARB to create the Carbon Capture, Removal, Utilization, and Storage Program to evaluate, demonstrate, and regulate carbon capture, utilization, and sequestration (CCUS) and carbon dioxide removal (CDR) projects and technology. The bill requires CARB, on or before January 1, 2025, to adopt regulations creating a unified State permitting application for approval of CCUS and CDR projects. The bill also requires the Secretary of the Natural Resources Agency to publish a framework for governing agreements for two or more tracts of land overlying the same geologic storage reservoir for the purposes of a carbon sequestration project.

Establishes the policy of the State to achieve carbon neutrality as soon as possible, but no later than 2045 and maintain net negative greenhouse gas emissions thereafter, and to ensure that by 2045 Statewide anthropogenic greenhouse gas emissions are reduced at least 85 percent below 1990 levels. The bill requires CARB to ensure that the Scoping Plan identifies and recommends measures to achieve carbon neutrality, and to identify and implement policies and strategies that enable carbon dioxide removal and carbon capture, utilization, and storage technologies to complement these emission reductions.

Summary

Authorizes transit agencies to continuously use Low Carbon Transit Operation Program (LCTOP) dollars to fund a free or reduced fare transit projects without having to demonstrate specified statutory requirements like greenhouse (GHG) reductions in annual allocation requests. Instead of annual reporting in allocation requests, the bill requires transit agencies, in using LCTOP funds for transit pass programs, to submit (1) an allocation request for funding for transit passes every three years after the initial allocation request to the California Department of Transportation (CalTrans) and (2) necessary GHG and priority population (disadvantaged and low-income communities) documentation annually to Caltrans in years where an allocation request is not required.
