Summary

Would have required a nonvehicular civil penalty in an amount over $10,000 for a nonvehicular violation in a disadvantaged community collected by a specified local air district, minus the cost of prosecution and district administration, investigation, attorney fees, and other reasonable district costs, to be used to mitigate the effect of air pollution in the community affected by the violation. The bill would have modestly raised the maximum amount of nonvehicular civil penalties regarding strict liability and negligence listed in statute. Moved to the Senate Inactive File.

2020 - Assembly Bill 2991 (Santiago, Miguel), Jobs and Economic Improvement through Environmental Leadership Act of 2011: Extension and Update (Dead)

Summary

Would have extended the Jobs and Economic Improvement through Environmental Leadership Act of 2011 (AB 900, Buchanan, Chapter 345, Statutes of 2011) until January 1, 2024.  This bill would also have authorized CARB to charge a fee for the greenhouse gas emission determination for each project, added specified requirements for greenhouse gas emissions mitigation measures, and required a minimum 20 percent reduction in vehicle miles traveled for approved projects.  Hearing canceled in the Assembly Appropriations Committee at author’s request.
