Summary

Would define mobile fueling on-demand tank vehicles that provide gasoline to passenger vehicles as mobile sources, to be regulated by CARB. Traditional stationary gas stations are currently regulated by local air districts with a major focus on toxic air contaminants that can cause cancer to nearby sensitive receptors. Air district permitting considers equipment standards, throughput limits, identification of nearby vulnerable populations such as children and the elderly, and involves working with local land use authorities to reduce public health impacts. This bill would remove this authority from the air districts and gives CARB authority to certify equipment and enforce regulations related to mobile refuelers. Summary

Would exempt vehicles from smog check requirements that have a special license plate issued pursuant to section 5004 of the vehicle code. In order to meet the specifications of the aforementioned vehicle code, a vehicle must fall into one of the three following requirements: Be (1) A motor vehicle with an engine of 16 or more cylinders manufactured prior to 1965, (2) A motor vehicle manufactured in the year 1922 or prior thereto, or (3) A vehicle which was manufactured after 1922, is at least 25 years old, and is of historic interest. The bill also would redefine "near-zero-emission" to mean a vehicle with a no less than 14,001 pounds gross vehicle weight rating, certified to a 0.02 grams per brake horsepower-hour (g/bhp-hr) low oxides of nitrogen emissions standard through December 31, 2026, and certified to a 0.01 g/bhp-hr low oxides of nitrogen emissions standard on and after January 1, 2027. 2021 – Senate Bill 674 (Durazo, Maria Elena), California Jobs Plan Program (2-year)

Summary

Would create the Jobs Plan Program, under which private entities bidding on a covered public contract, as defined, over $10 million issued by a relevant public agency must include as part of their application a California Jobs Plan (CJP) form stating information about transportation infrastructure jobs created and retained. If federal funds are used in a covered public contract, the bill would require that applicants use a United States Jobs Plan (USJP). The bill would define "relevant public agency" as the Department of General Services, the California Department of Transportation, and local school districts. The bill, beginning December 1, 2022, would require CJP or USJP to be scored as a part of the overall application for the covered public contract, as specified, and be included in the awarded contract or subsidy as a material term. The bill would require Labor and Workforce Development Agency (LWDA) to create the CJP and USJP forms and procedures and criteria for public agencies to evaluate applicants for covered public contracts. The bill would require LWDA to develop a public web-based portal to which recipients of covered public contracts must upload progress reports on the commitments made in a CJP or USJP. The bill could impact contracts for electrical chargers. Moved to Assembly Inactive File.
