Summary

Would require CARB to develop and adopt, prior to January 1, 2024, regulations to establish greenhouse gas emissions reporting standards and disclosure requirements for “covered corporations” whose annual revenues exceed $100,000,000, are located in the State, and are a publicly traded domestic or foreign corporation. The bill also would require CARB to develop and adopt regulations on the same timeframe to require disclosure of the potential financial impacts of, and any risk management strategies relating to the physical and transition risks associated with climate change, establish a minimum social cost of carbon, and develop climate scenario analyses. The bill would require “covered corporations” to provide its disclosures and report annually beginning January 1, 2025, and annually thereafter. Summary

Would require the Department of Transportation to develop a pilot program for the purpose of issuing a special permit for specified vehicles hauling raw milk. The bill would require the fuel used in permitted vehicles to have an LCFS carbon intensity rating of 65 or lower and require the Department of Transportation, in consultation with CARB, to submit a report to the Legislature identifying among other things, the emission reductions as a result of the program. Summary

Would require CARB, when updating the Scoping Plan, to identify a 2045 climate goal, with interim milestones, for the State’s natural and working lands, and identify policies to help achieve the 2045 climate goal. The bill would also require CARB, by January 1, 2024, to develop standard methods for State agencies to consistently track greenhouse gas emissions reductions, carbon sequestration, and other benefits from natural and working lands. Moved to the Senate Inactive File.

Would make changes to the Safer Consumer Product program, based on the Public Health Institute’s recent Green Chemistry Initiative report, with the intent to decrease the time from listing of a priority product to an eventual regulatory response. Summary

Would enact the Wildfire Prevention, Safe Drinking Water, Drought Preparation, and Flood Protection Bond Act of 2022, which, if approved by voters, would have authorized the issuance of bonds for $5,595 billion to finance projects for wildfire prevention, safe drinking water, drought preparation, and flood protection. If approved by voters on the 2022 ballot, this bill would authorize the issuance of $50 million in bonds to CARB, in consultation with California Natural Resources Agency and California Department of Forestry and Fire, to incentivize new projects in California that convert forest and other vegetation waste removed for wildfire mitigation to beneficial uses that maximize reductions in greenhouse gas emissions, provide local air quality benefits, and help increase local community resilience against climate change impacts.
